The right to temporary protection in accordance with § 24
This is the relevant paragraph of the Law on the Residence of Foreigners, where the right to temporary protection is recognized for the following categories of persons:
- citizens who lived in Ukraine until February 24, 2022;
- third-country nationals or stateless persons who were granted international protection or equivalent national protection on the territory of Ukraine until February 24, 2022;
- family members of the two above-mentioned categories of persons, even if they are not citizens of Ukraine.
Temporary protection provides the opportunity to live in social housing and receive certain financial assistance. It also provides the opportunity to use access to education and healthcare. That is, Ukrainian citizens arriving in Germany in accordance with paragraph 24 will not have problems getting to a doctor or, for example, placing a child in a local school.
Residence permit
For those people who like Germany and would like to have the right to live here even after the end of the war, there is an opportunity to issue a temporary residence permit. Its term can be from 6 months to 3 years. There are various grounds for issuing a permit. For example, it can be work or study in Germany. When the mentioned period expires, the permit can be extended. This was about a temporary permit. If we are talking about a permanent residence permit, then the requirements for its issuance are as follows:
- to live on the basis of a temporary status of 5 years or more;
- to have housing, a permanent income and appropriate insurance;
- to pay taxes;
- to speak German.
If you plan to move towards obtaining a permanent residence permit in Germany in the future, you should start doing this now.
For example, for those who want to study in Germany, you need to have sufficient finances for the entire period of study (local legislation determines that this should be about 930 euros per month).
If we are talking about Ukrainians who are interested in such a status based on an employment contract, it is important to take into account the need for work and education to match. This means that unskilled workers do not have the opportunity to obtain a PMP permit.
What other options are possible for moving to Germany?
It is worth mentioning separately such an issue as the Blue Card. This is the name of a special residence permit in Germany, which is available to qualified workers. A temporary residence permit based on the Blue Card facilitates the relocation and integration into German society of those specialists who are in short supply on the German labor market. For example, there is currently an acute shortage of doctors there.

Changes in the legislation on naturalization in Germany
At the end of June 2024, relevant legislative changes took place, which allowed Ukrainians in Germany to obtain citizenship of this state more quickly. So, what has changed in the regulatory framework of Germany:
- Now, in order to be naturalized, it is not necessary to renounce existing citizenship. So applicants will no longer have to make a difficult choice for themselves, since German citizenship can be obtained as a second one.
- Obtaining German citizenship on the basis of naturalization became possible after 5 years of residence in Germany. Previously, the figure was 8 years. So if you legally reside in Germany during the specified period, you have the opportunity to obtain citizenship of this country.
In addition to all of the above, in some cases naturalization became possible after 3 years of residence in Germany on legal grounds. This applies to situations where the applicant has special integration achievements – a certificate of knowledge of the German language at the C1 level, professional or academic achievements, involvement in volunteer activities.
