The specified license is mandatory for business entities that intend to provide any type of fire safety services for facilities and territories. They must also meet a number of criteria:
- be officially registered as a company or individual entrepreneur and have the appropriate KVED (84.25);
- have administrative premises on ownership or lease, necessary for managing activities;
- have a material and technical base depending on the specific type of work (services), including equipment, tools, devices, vehicles, etc., which are subject to certification;
- have qualified personnel (managers and performers) who have the appropriate level of training, which is confirmed by the degree of higher education, determined by the licensing conditions for each specific type of work. For example, managers must have a specialized higher education and work experience in the specialty from 3 to 5 years.

In addition to the basic requirements, an applicant seeking a license to provide fire-fighting services and perform fire-fighting work must also strictly comply with the requirements for keeping a record (log) of all work performed and fire-fighting services provided in the established form. Such a document must be completed within three business days from the date of signing the acts of performance of the relevant work. It is also worth noting that there are separate requirements for the procedure for performing certain works, in particular, installation, maintenance of fire extinguishing systems, smoke removal, maintenance of primary fire protection equipment.

- information on the availability of the material and technical base necessary for the implementation of the declared type of activity (detailed description of the available equipment, tools, devices, their condition and affiliation), as well as a list of title documents for the relevant equipment (purchase and sale agreements, invoices, etc.);
- information on the availability of the minimum number of employees (information on the staff list, employee positions);
- additional documentation confirming the qualifications of the staff (diplomas, certificates from previous places of work, certificates of completion of special training, etc.).

The specified license is issued by the State Emergency Service of Ukraine (SES) based on the analysis of the submitted documents. Moreover, after accepting the documents, the licensing authority may initiate an on-site inspection for the applicant.
