BTI services

The Bureau of Technical Inventory (hereinafter referred to as BTI) provides a range of services in the field of technical inventory and valuation of real estate. Its activities are aimed at recording the condition, technical characteristics and legally significant information about houses, apartments, buildings and land plots. The Bureau’s services are necessary in situations where it comes to putting an object into operation, carrying out real estate transactions, registering an inheritance, and disputes over real estate.

Who needs BTI services?

The Bureau’s services are needed by a wide range of individuals, including:

real estate owners – for proper registration of ownership rights, conclusion of real estate transactions;
real estate buyers – to check the technical condition of the object;
developers and investors – for commissioning newly built objects, registration of primary technical documentation for them in accordance with the requirements of the Procedure approved by Resolution of the Cabinet of Ministers No. 488;
credit institutions – for conclusion of mortgage agreements.

Preparation of technical documentation for real estate objects

The process of producing technical documentation is key for property management. Among the main types of technical documentation, it is worth highlighting:

technical passport for an apartment/house;
technical passport for a non-residential building/structure.

To obtain the documents specified above, an initial and repeated technical inventory is carried out. The first is important for the execution of official documents for newly built objects (residential buildings, apartments, non-residential buildings, structures), buildings after major repairs, redevelopment. The second – in connection with changes in technical characteristics or the identification of discrepancies with previous data.

Carrying out technical inventory work involves:

first, determining the actual area of the object;
second, drawing up detailed floor plans of the premises;
third, fixing the materials of the main structures, engineering networks.

Formation of BTI certificates for individual actions with real estate

In addition to the main documentation, the Bureau provides the opportunity to obtain archival certificates that contain confirmed information on individual aspects of real estate. The main types of such certificates are:

certificate of technical characteristics of real estate;
certificate of the absence of development on the land plot;
certificate of monetary value of real estate;
certificate of ownership and others.

Such documents are issued upon official request of individuals and legal entities that have a legitimate interest in the relevant real estate object (owners, their representatives, heirs, potential buyers, state authorities and local governments).

Real estate valuation

The process of determining the value of real estate objects on a specific date also falls within the powers of the BTI. Such a service will be mandatory if the owner wishes to perform one of the following actions: purchase and sale, lease, insurance, contribution of real estate to the authorized capital of the enterprise, lending, inheritance, privatization or use the object for investment purposes.

There are several types of valuations carried out within the framework of the BTI service:

market/investment/liquidation value valuation;
valuation for tax/insurance purposes;
expert monetary valuation of land plots.

Upon completion of the procedure, the owner will receive an appraisal report in the form of an official document containing a description of the object, the methods used and the justification for the determined value.
