Commissioning of the residential complex
A residential complex is a single real estate complex formed by a plot of land within the established limits. A residential apartment building or its part is located on such a plot of land together with engineering networks and structures that form a complete residential complex.
Putting a residential complex into operation is a procedure that must be completed by all those who plan to use certain real estate objects. It is this documentation that allows you to connect all communications: water, electricity, sewage, heating. If the real estate is not put into operation, it is impossible to issue the right of ownership. Such housing cannot be gifted, sold, bequeathed, used as collateral, etc.
Commissioning of a residential complex is a mandatory procedure, the implementation of which depends on the category of complexity of the building. According to urban planning rules and restrictions, all construction objects are divided into 5 categories of complexity. Residential complexes are included in objects of IV-V categories of complexity. Features of commissioning of the residential complex
Acceptance into operation of completed residential complexes is carried out on the basis of the Act of readiness of the object by issuing a Certificate by the relevant bodies of the State Architectural and Building Control. These documents can be provided in electronic or paper form.
The date of acceptance of the residential complex into operation is the date of issuance of the Certificate or registration of the Declaration. Operation of objects that are not legalized is prohibited.
The connection of the residential complex to engineering networks is carried out exclusively after official commissioning in accordance with the Law of Ukraine “On Regulation of Urban Development Activities”. The term is 10 days from the appropriate appeal of the customer to the owners of the relevant elements of the engineering infrastructure.
Independent preparation of documents for putting the facility into operation is accompanied by a high risk of receiving a negative response from state authorities. Most often, this is a consequence of:
- Failure to submit documents that are necessary for making a decision on issuing a Certificate.
- Detection of inaccurate information in submitted documents.
- Non-fulfillment of the requirements stipulated by the current Ukrainian legislation.
