In 2026, this state program has finally transformed into a fundamental tool of the real estate market. Its priority is meeting the needs of socially vulnerable groups and stimulating the development of the primary housing market. From the beginning of the year, the program operates under updated rules, according to which Ukrainian citizens belonging to eligible population categories, under the age of 70, may participate and purchase apartments in buildings commissioned no more than 3–5 years ago. The program has become especially popular in cities such as Kyiv, Lviv, and Odesa. To obtain housing under the eOselya program, the applicant must pass a bank solvency check and have a positive credit history. The key conditions are outlined below.

This year’s updates have made the program more adapted to current realities. The main rules include:

first, mobilized military personnel and contract servicemen now have equal rights to purchase housing (this was different in 2025). Both categories can now obtain a mortgage at the lowest interest rate — 3%;
second, the base apartment area is calculated per household (two persons, with additional payment required for each additional family member) and amounts to 52.5 sq. m for a couple and 21 sq. m for each additional family member;
third, when choosing an apartment in a new building up to 3 years old, it is possible to purchase a larger apartment without losing preferential conditions.

Who can purchase an apartment under the eOselya 2026 program?

In 2026, the program became more inclusive, equalizing the rights of various groups, including:

military personnel, emergency service employees, first responders, medical workers, and teachers (preferential rate of 3% per annum);
internally displaced persons, combat veterans, and their family members (standard rate of 7% per annum).

Important to know!
Attention should also be paid to the age of the building where the apartment is located. To qualify for the preferential mortgage rate, the building must be no older than 10 years; for the standard rate — no older than 20 years. In addition, valid housing certificates under the e-Vidnovlennia program may be used to cover the down payment for individuals who lost their homes due to shelling.
