Support in the territorial center for recruitment and social support (military commissions)
Decree of the President of Ukraine “On General Mobilization” № 69/2022 (hereinafter – Decree № 69/2022) decided to conduct a general mobilization throughout Ukraine for 90 days. In the future, the terms of general mobilization constantly continued and it continues to this day.
At the same time, this Decree № 69/2022 decreed that local executive authorities, in cooperation with territorial recruitment and social support centers, with the participation of local governments and with the involvement of enterprises, institutions and organizations of all forms of ownership, individual entrepreneurs, organize and ensure the established order, in particular:
- timely notification and arrival of citizens called up for military service, the arrival of equipment at assembly points and military units;
- the implementation of the call-up of conscripts, reservists for military service, their delivery to military units and institutions of the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Guard Service of Ukraine, the State Special Transport Service, the State Service for Special Communications and Information Protection of Ukraine, other military formations Ukraine.
Taking into account the attack of the state of the aggressor – the Russian Federation and the start of a full-scale war, in pursuance of Decree № 69/2022, the territorial recruitment and social support centers are conducting a general mobilization of conscripts and reservists.
However, the rights of mobilized persons are very often violated, because no attention is paid to the grounds for their deferment from mobilization or the procedure for such a call is violated, in particular, the failure to conduct a full examination by the military medical commission.
The above incidents encourage you to seek professional legal assistance to protect your own legal rights.

What does the support of a lawyer at the CCC include?
Support by a lawyer at the TCC is a set of legal assistance aimed at protecting your rights when interacting with the territorial recruitment center. It includes:
- initial consultation and legal analysis of the situation;
- checking and preparing all necessary documents;
- drafting applications, petitions and complaints;
- personal support by a lawyer when visiting the TCC, passing the VLK or resolving issues with administrative liability and the TCC search;
- representation in case of refusal, illegal actions or the need to appeal the decision;
- legal support on related issues related to mobilization.
If you do not need full support, you can separately order a lawyer to visit the TCC for support or receive only consultation / preparation of documents. This format allows you to choose exactly the level of assistance that suits your situation
What is the cost of a lawyer's support at the CCC?
The cost of a lawyer’s support in the CCC depends on the complexity of your situation and the list of necessary services. For example, a consultation or preparation of a lawyer’s request costs less than a lawyer’s visit directly to the CCC or a full range of support with appealing decisions.
The price is formed individually – depending on whether you need only assistance with documents or full legal support from consulting to resolving the issue in court.
To find out the exact cost for your situation, leave a request on the website, and our lawyer will contact you to calculate the price and agree on the details.
When is a lawyer needed in the CCC?
A lawyer in the CCC is needed in any situation when you are faced with mobilization issues or possible violations of your rights. Most often, a lawyer is involved:
- in the event of forced detention by CCC representatives / illegal service of a summons;
- when passing a VLK;
- in the event of unlawful actions / abuse of authority by CCC employees;
- in the event of representation within the framework of administrative proceedings;
- if your rights or legitimate interests are violated during mobilization procedures.
Contacting a lawyer at an early stage allows you to avoid mistakes, properly draw up documents and protect yourself from illegal actions.
What to do in case of forced detention of the CCC and SP?
First of all, it is worth taking preventive measures to avoid such a situation. To do this, you need to:
- bring all your military registration documents into compliance;
- update the data in the CCC if they are outdated;
- eliminate possible violations related to military registration;
- have a contact of a military lawyer with you, who, if necessary, will be able to quickly come to you and protect your rights.
If the forced detention has already occurred, you need to act calmly and consistently:
- check the IDs of the persons carrying out the detention;
- call a lawyer, report the location of the incident and all the circumstances;
- do not sign documents without first familiarizing yourself with or consulting with a lawyer;
- record possible violations of your rights (witnesses, video, photos).
A lawyer will help assess the legality of the actions of representatives of the CCC and the SP, appeal the illegal detention and provide proper legal protection.
