Taxi license
A taxi license gives the legal right to carry out passenger transportation in passenger cars on a commercial basis. It is issued by the State Transport Safety Service (Ukrtransbezpeka) and requires mandatory renewal through systematic confirmation of the licensee’s compliance with all mandatory requirements. Obtaining such a license is clearly regulated in the Licensing Conditions (CMU Resolution № 1001) and allows you to avoid liability for transporting passengers within Ukraine without a license.
Taxi license for a carrier and a taxi service: differences
It is worth emphasizing that there are different types of taxi licenses depending on the business entity and the nature of its activities (driver’s license and taxi service license). Here are their main differences:
- firstly, an individual carrier provides passenger transportation services, and the service carries out activities of accepting, recording and transferring orders for passenger transportation to carriers (in particular, Uklon, Bolt, Uber, etc.);
- secondly, the carrier as a driver needs to obtain (renew) a license when each new vehicle appears, and the service needs to obtain a permit to operate from the organization itself;
- thirdly, the driver must obtain it when he first starts providing taxi services independently, and the service – when it provides dispatching and order aggregation services.
At the same time, despite certain differences, the issue of granting a license to each of the above business entities is regulated by the same License Terms.
Criteria that an entrepreneur must meet to obtain a taxi license
To obtain a license for an individual entrepreneur, a legal entity must meet a number of established criteria:
- have registration of the relevant type of activity (KVED 49.32);
- have a vehicle that meets the requirements of the Law of Ukraine “On Motor Transport”, in particular, it is a passenger car, officially registered in the territory of Ukraine, equipped with a taximeter, has signal lights, information about service tariffs is placed in the cabin;
- meet the age limit of 21 years and have a valid driver’s license of category “B” with a work experience of three years or more (applies only to drivers who have registered an individual entrepreneur);
- issue a special insurance policy in accordance with current national legislation.
How to obtain a taxi license?
What documents are required for this?
Obtaining a license involves submitting the established package of documents:
- application for receipt;
- a document confirming the official registration of an individual entrepreneur, legal entity (extract from the Unified State Register);
- a certificate of registration of a vehicle (technical passport) or a temporary registration card – to the carrier;
- information about the installed and certified taximeter (copy of the verification certificate) – to the carrier;
- a contract with a motor transport company for maintenance and technical inspection – to the taxi service;
- information about the material and technical base (Appendix 2 to the License Conditions);
- information about vehicles (Appendix 3 to the License Conditions), including those rented and provided on credit or leasing;
- information about the qualifications of personnel (Appendix 5 to the License Conditions), experience, driver’s license category and compliance with other requirements.
Where to submit an application and a package of documents for obtaining a license?
The entrepreneur has several options for submitting documents, primarily by:
- online submission through the official Ukrtransbezpeka service “Shlyakh” or through the “Diya” portal;
- a personal appeal to Ukrtransbezpeka at the central office address;
- sending to the official e-mail of the licensing authority.
The commission makes a decision on issuing or refusing to issue a license within ten working days from the date of receipt. During this period, the entrepreneur also has time to pay a fee for the licensing service (administrative fee).
The amount of the administrative fee for obtaining a taxi license
According to current national legislation, the amount of the fee is one subsistence minimum, which as of April 2025 is 3,028 hryvnias. In addition, today there are privileges for its payment for certain categories of citizens. Liability for transporting passengers by taxi without a license
Transporting passengers without a license is a gross violation of the law and entails a fine of 17,000 hryvnias (in accordance with Part 1 of Article 164 of the Code of Administrative Offenses). Moreover, in some cases, decisions may also be made to confiscate vehicles and impose a temporary ban on engaging in relevant activities.
