License for electrical installation work
A permit for electrical installation work in Ukraine is issued by the DIAM (State Inspectorate of Architecture and Urban Planning) on the basis of a submitted declaration for the performance of construction work. In other words, in order to be able to engage in the specified activity, you must first go through the procedure provided for a construction license. It is worth emphasizing that not all types of electrical installation work are subject to state licensing, but only an exhaustive list. Electrical installation work that requires a license
The license covers a wide range of work, including:
- installation of electrical systems in buildings and structures;
- installation of electrical wiring and electrical fittings;
- installation of telecommunication wiring, computer systems and television cables, installation of satellite antennas;
- installation of lighting systems, fire and security alarms, electric solar collectors;
- installation of electricity meters;
- maintenance and repair of electrical installations.

Eligibility criteria for obtaining a license for electrical installation work
Regarding the applicant
Today, a permit can be obtained by a business entity that:
- firstly, has officially registered an individual entrepreneur or legal entity;
- secondly, has chosen KVED 43.21 for its activities;
- thirdly, plans to carry out activities related to the construction and maintenance of objects of medium (CC2) and significant (CC3) class of consequences. One of the key criteria for assigning real estate to a particular class of consequences is the number of people for whom the object may pose a danger in the event of an accident or other emergency (for CC 2 – the danger may extend to 50-399 people, for CC 3 – to 400 or more people). As a rule, these include hotels, residential apartment buildings, shopping and business centers, gas stations;
- fourthly, has the necessary premises, equipment, and staff (material and technical base).
Regarding the material and technical base
To successfully obtain a license for electrical installation work, the licensee must also:
- have qualified personnel on staff who have the necessary knowledge and skills (confirmed by relevant diplomas and certificates) to perform electrical installation work. Employees must also be familiar with the fire safety rules at the facilities;
- obtain a permit from the State Labor Service for performing high-risk work for certain types of electrical installation work;
- own production facilities and equipment for electrical installation;
- provide employees with appropriate personal protective equipment and tools in sufficient quantities;
- ensure the availability of a quality control system for electrical installation.
Compliance with the specified requirements, as well as the provision of documents confirming the availability of all elements of the material and technical base at the request of DIAM (equipment purchase and sale agreements, its specification, an extract from the State Property Register on the right of ownership of non-residential premises, etc.) is a mandatory condition.

The procedure for obtaining a license for electrical installation work
For the period of martial law in Ukraine, the procedure for obtaining this permit is regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 314 dated March 18, 2022. In particular, in accordance with the provisions of this regulatory legal act, instead of directly obtaining a license, it is provided for obtaining a construction permit by:
- filling out a declaration for the implementation of construction of the established sample;
- preparation of the applicant’s registration documents (extract from the Register) and documentation confirming the material and technical base (at the request of DIAM);
- electronic submission of the declaration and accompanying documents (projects for the implementation of preparatory work) through the “Diya” portal;
- issuance of a DIAM permit for electrical installation work within twenty calendar days from the date of submission of documents by the applicant.
Thus, a license for electrical installation work is issued for the preparation of objects of medium, significant class of consequences through the initiation of a procedure similar to obtaining a construction permit from DIAM. To successfully obtain it, the applicant must meet a number of criteria regarding its official registration and the availability of a material and technical base (premises, equipment, personnel).
