Issuance of a temporary residence permit in Ukraine

Who can apply for a passport in Ukraine?
A temporary residence permit in Ukraine is a service available to foreigners and stateless persons who are legally staying in our country on a temporary basis. If we are talking about persons 16 years of age and older, the basis is applications-questionnaires submitted in person. When a certificate is issued for children under 16 years of age or persons with limited legal capacity or recognized by the court as incompetent, the basis is the corresponding application-questionnaire of the persons mentioned in Art. 4 of the Law “On the Legal Status of Foreigners and Stateless Persons”.
The mentioned article contains a list of categories of persons who can apply for a passport. Among them:
- foreigners and stateless persons who came to Ukraine to work under a gig contract;
- persons whose purpose of stay in Ukraine is international technical assistance projects (for such a project to be the basis for a permit, it must be properly registered);
- persons who have arrived to carry out religious activities as part of cooperation with religious organizations registered in accordance with the law;
- persons who have arrived for the work of non-governmental organizations (the requirement for registration of such organizations is mandatory);
- those foreigners and stateless persons who came to work in economic entities or the banking system;
- persons who came to engage in scientific or cultural activities in Ukraine;
- volunteers in the field of medical care and rehabilitation;
- representatives of foreign media;
- persons who came to Ukraine to study.

What documents are needed to issue a temporary permit?
To issue a temporary residence permit, you need to submit a package of the following documents:
- valid foreign passport (if it is a stateless person, this is a document certifying the identity);
- a document that certifies the identity of the legal representative and his authority, if the package of documents for issuing the certificate is submitted by the representative;
- a translation into Ukrainian of that page of the passport or other document that certifies the person, which contains personal data (such a translation must be certified in accordance with the procedure established by law);
- a document certifying that the applicant has medical insurance, which must be valid for the entire period of validity of the permit.
You also need to attach a document confirming the payment of the administrative fee. Above is a general list relevant for various situations. However, in addition to the listed documents, those documents are also needed that prove the reason for which the applicant wants to get a permit. For example, if it is a trip to Ukraine for work, then there must be a document certifying the employment permit. Each category of persons has its own list of documents in accordance with the reason for arrival.
What else do you need to know about the certificate?
Clients often ask questions about the validity period of a temporary residence permit. Unlike a permanent permit, which is valid for 10 years, in this case, the terms are individual and depend specifically on the basis on which the document is issued. Simply put, a person will have the right to stay in Ukraine exactly as long as necessary, given the purpose of arrival, but no more than a year.
However, the permit can be extended if you need to stay in Ukraine longer. In this case, it is important to submit documents on time. As for the terms of consideration of documents, 15 days are provided for representatives of TsNAP or DMS.
