Obtain a temporary residence permit in Romunia
A residence permit is granted to foreigners (non-EU citizens) in such cases
- Starting a business and creating jobs. An investment in a business of at least 100,000 euros for a limited liability company and at least 150,000 euros for a joint-stock company, as well as the creation of at least 10 new jobs for a limited liability company and at least 15 new jobs for a corporation, makes it possible to obtain a temporary residence permit;
- Possession of an official work permit. Employment contract and confirmation of the workplace gives the right to GNP;
- Education in accredited Romanian universities. On the basis of admission to a higher educational institution and the issuance of a student visa, foreigners receive a residence permit for the entire period of study;
- Marriage to a citizen or permanent resident of Romania. The basis for GNP is legally confirmed marriage;
- Reunion with relatives-Romanians. Resident status is obtained by children and parents of Romanian citizens or permanent residence card holders;
- Refugee. A foreigner who proves harassment at home and applies for asylum can obtain a temporary right of residence in Romania.
Required documents
Depending on the basis for obtaining a residence permit, the package of documents will differ. The list for each case is presented on the website of the General Inspectorate for Migration.
Main list:
- statement;
- original and copy of the passport;
- the original and a copy of the birth certificate;
- the original and a copy of the marriage certificate;
- confirmation of the place of residence;
- documents on financial condition;
- medical insurance;
- health certificate;
- certificate of good conduct;
- receipt of payment of state duty.
Please note that each document issued by a non-Romanian state authority must be translated into the national language of the country and notarized before being apostilled. A certificate of the absence of diseases that may harm other Romanian citizens must be obtained from a doctor, first of all by signing a medical care contract. Proof of financial security can be a bank statement, a certificate of income from employment, a letter from a sponsor guaranteeing material support.
Obtaining a residence permit in Romania consists of several stages. What does this procedure look like?
Obtaining a national visa type D
A long-term permit entitles foreigners to enter and stay on the territory of Romania for a period not exceeding 90 days, with the possibility of extension. The visa allows you to apply for the GNP.
Collection of documents
Certificates of civil status must be legalized and apostilled in your country. Certificates of confirmation of residence, medical examination and income must be collected in Romania, with which our lawyers will help you directly in Romania.
Health insurance
A foreigner must request a health certificate and register with a family doctor in Romania in order to be able to pay social contributions and income tax for social insurance. The procedure for registering with a family doctor will be carried out by the specialists of Law Firm Prikhodko and Partners as soon as possible.
Applying
At least 30 days before the expiration of the national visa, you should apply to the General Immigration Inspectorate of the Ministry of the Interior with a request to extend the right to temporary residence and obtain a residence permit.
Submission of documents
A request for granting the right to a long stay is considered up to 6 months. When a decision is made, the applicant is notified within 15 business days. After receiving a positive response within 30 days, foreign citizens must submit the necessary documents for a long-term residence permit to the General Inspectorate of Immigration, in which the application was registered.
Obtaining a certificate of residence
Within 30-45 days, a foreign citizen is issued a GNP card, which is valid for 5 years and can continue. You can extend the validity of the GNP without any supporting documents, simply by submitting an application. After 5 years, a temporary resident has the right to obtain permanent residence.

Is it mandatory to have a legal address in Romania?
Yes. During registration, you must provide a document confirming the right to use the premises at the address of the future registered office. For foreign owners, this can be a lease agreement or a legal address service.
Is it necessary to immediately register as a VAT payer?
Not always. The need for VAT registration depends on the planned turnover, type of activity, work with EU clients, imports or exports, and other specifics of the business model. Before launching, it is worth assessing the tax burden and choosing the optimal registration option.
Why shouldn't you just add all possible CAEN codes to the company?
Activity codes affect not only formal registration but also bank compliance, contracts, obtaining permits, and further business scaling. From 2025, the CAEN Rev. 3 classifier is applied in Romania, so the list of codes is better formed according to the actual sources of income and the planned work model.
