What documents are needed to register a land plot?
To do this, you must have the following documents:
- A passport of a citizen of Ukraine and the owner’s identification code: these documents confirm the identity and status of the owner of the plot.
- A power of attorney for registration of ownership: if the documents are submitted to the state registrar not by the owner of the plot, but by his representative (for example, a lawyer, notary or other person), you must have a power of attorney for this operation.
- A document confirming the ownership of the plot: this can be a purchase and sale agreement, a donation or other document confirming the ownership of the land plot.
- An extract from the State Land Cadastre: this document contains information about the land plot, its area, boundaries and other characteristics that must be included in the registration documents.
- An application for state registration: this is an official request for registration of ownership of the land plot in the state register.

The procedure for registering ownership of a land plot
The procedure includes the following steps:

Registration of a land plot in the State Land Cadastre
The State Land Cadastre (SLC) contains complete and systematized information about all lands located within the borders of Ukraine, including information on the intended purpose of the land, restrictions on the use of the plot, its quantitative and qualitative characteristics, cadastral number.
Registration of a land plot in the State Land Registry takes place during its formation, after drawing up land management documentation and its approval in accordance with the procedure established by law. The State Cadastral Registrar, within fourteen days from the date of receipt of the relevant application, checks the compliance of the submitted documentation with the requirements of current legislation, enters the relevant information into the State Land Registry. An extract is issued to the applicant free of charge as confirmation.
Registration of a land plot in the State Register of Real Rights to Real Estate
State registration in the State Land Registry is the final stage of registration of rights. It can be carried out through a local ASN or a notary. It is worth emphasizing that it should be done only after entering information about the plot in the State Land Registry, since without a cadastral number, information may be refused in the State Land Registry. To complete the procedure, in addition to the mandatory documents, it is also necessary to provide confirmation (receipt) of payment of the administrative fee – 303 hryvnias (in 2025). After that, the person becomes the full owner and receives an extract.
In what cases can a land plot be refused registration?
A refusal may occur in various cases, which are determined in accordance with the legislation and internal regulations of state bodies. The main list of them is as follows:
- Incomplete documentation or errors.
- Legal disputes or encumbrances.
- Failure to comply with the requirements of the law.

What is needed to register a land plot?
To complete the registration, you will need two main stages: first, registration in the State Land Cadastre, and then in the State Register of Real Property Rights. Each of them requires its own list of documents and actions. But in general, you will need to prepare applications in the prescribed form, documentation (project) on land management, passport and TIN of the future owner, an extract from the State Land Registry and a receipt for payment of the state fee. It is also important to keep the contract on the basis of which you received the rights to the land plot in good condition.
How is a land plot registered with the State Land Registry Office/Registration of Land Resources?
The registration process involves the most important thing – the preparation of land management documentation: This is done by a certified land surveyor engineer. After receiving it, the necessary documents are submitted to the state cadastral registrar through the ASNAP or a certified land surveyor engineer. A cadastral number is assigned, important information about the land is entered, and an extract from the State Land Registry is provided to the future owner. Based on the latter, it is already necessary to register the plot in the State Register of Real Property Rights. This is done by submitting an application to the ASNAP or a local notary and paying an administrative fee (in 2025 it is 303 hryvnias).
How much does it cost to register a land plot?
The cost of registering a land plot consists of several components: payment for the services of a land surveyor, notary, lawyer, and registration fee. The price is not fixed and will depend on the overall complexity and scope of the work. The minimum cost starts from 6,000 hryvnias (in Kyiv and Kyiv region) and has no upper limit.
