- Availability of independent income necessary for a normal standard of living.
- Payment of required contributions to mandatory pension insurance within 5 years or an equivalent amount.
- The applicant’s absence of danger to public safety.
- Having an employment permit, and for some professions also other permits for a certain type of activity (lawyers, doctors).
- Adequate level of German language skills.
- Basic knowledge about the legal and social rules.

Special conditions for certain categories of persons
- If the spouse or registered life partner has German citizenship, foreign partners can obtain a PRP after 3 years, provided they have a sufficient command of the German language.
- Parents of children with German citizenship can receive a PRP after 3 years of stay in Germany, if they have a TRP and regularly communicate with the child.
- Asylum-seekers and refugees must cover only 51% of their living expenses from their own income. Knowledge of the German language at the A2 level is sufficient. If a person speaks German at a level of at least C1, it is possible to obtain a PRP after 3 years of residence in Germany.
- Individuals with mental or physical illnesses or disabilities do not have to meet all requirements. Depending on the disability, they are exempt from certain conditions, such as ensuring their own means of subsistence, knowledge of the German language or payments to a pension fund.
- It is not necessary for students to prove that they have paid 60 pension contributions. Students can also receive government support such as study allowance or housing allowance.
