Applying for a deferment from mobilization by mail: how to do everything correctly?
In the current conditions of ongoing mobilization in Ukraine, many citizens are looking for legal ways to obtain a deferment from the draft. One of the most convenient methods is through the mail. This method is especially relevant for those who do not have the opportunity to personally visit the territorial recruitment and social support center (TCK and SP).
In this material, we will consider in detail how to submit documents for a deferment to the TCK by mail, what are the grounds for obtaining it in 2025, as well as other important aspects of this process. The procedure for conducting mobilization and, accordingly, the grounds and procedure for applying for a deferment from mobilization are provided for by Resolution of the Cabinet of Ministers of Ukraine № 560 of May 16, 2024, as well as Resolution № 930 on making amendments, which we have already described in our other article – “Resolution 930: changes in obtaining a deferment”.
How to submit documents for a deferment to the TCC by mail?
According to the current legislation of Ukraine, military conscripts have the right to submit documents for a deferment both in person and by mail. This means that personal presence at the TCC and SP is not mandatory. To ensure the reliability of the process, it is recommended to send documents by registered letter with a return receipt. This will allow you to receive confirmation that your documents have been received and not lost. This approach also protects you in the event of disputes or delays in considering the application.
Procedure for applying for a deferment from mobilization
The process of applying for a deferment by mail consists of several stages. Each of them is important for successfully obtaining a deferment.
Preparation of the application and documents
The first step is to draw up an application for a deferment from mobilization. The application is addressed to the Head of the CCC and SP Commission and contains a request to grant a deferment. The application must include your personal data, the grounds for the deferral, and a list of attached documents.
Copies of documents confirming your right to a deferral are attached to the application. For example:
- Marriage certificate (if the spouse is a disabled person).
- A certificate of disability of a relative (if you are caring for a disabled person).
- Medical certificates (in case of temporary incapacity for service).
Sending documents
After preparing all the documents, they must be sent by registered letter with return receipt to the address of your TCC and SP. This will provide confirmation of receipt of the documents by the center.
Waiting for a decision
After receiving the documents, the TCC and SP reviews them and makes a decision on granting a deferral. During this period, it is recommended to keep all copies of the documents and the receipt for sending.
How long does it take to consider an application for a deferral?
According to current legislation, special commissions must consider the submitted documents within 7 days from the date of their receipt by the TCC and SP. If the decision is positive, the conscript is issued a certificate indicating the period of validity of the deferment.
If the documents do not meet the requirements or incorrect data is found, the CCC and the SP may send a notification of refusal. In such a case, the decision can be appealed in court.
Grounds for obtaining a deferment in 2025
Article 23 of the Law of Ukraine “On Mobilization Training and Mobilization” defines a list of grounds for granting a deferment from conscription. The main ones include:
- Family circumstances:
- The presence of 3 or more children under the age of 18.
- Independent upbringing of a child (in the event of the death of the spouse or deprivation of her parental rights).
- Maintenance of a disabled child under the age of 18 or an adult child with a disability of group I or II.
- Guardianship of a person with a disability of group I or II in the absence of other persons obliged to maintain him.
- Health status:
- Temporary unfitness for military service due to health condition (up to 6 months) or disability group.
- Professional activity:
- Critical infrastructure workers.
- Employees of enterprises, institutions and organizations that have a reservation from the draft before mobilization and wartime.
- Other grounds:
- Persons who constantly care for sick relatives, if no one else can provide this care.
- People’s deputies, deputies of the Verkhovna Rada of the ARC.
Can they refuse a deferral?
The TCC and the SP have the right to refuse to grant a deferral if:
- The documents provided do not meet the requirements.
- Forgery or incorrect data is detected.
- The grounds for the deferral are considered insufficient.
In case of refusal, the decision can be appealed in court.
Tips for successfully completing a deferral
- Keep copies of documents: Before sending documents, make copies of all submitted materials. This will help in case of loss of the originals or disputes.
- Consult with lawyers: Contact specialists to check the correctness of the application and documents.

At first glance, the procedure for issuing a deferral by mail is not complicated enough, but it is worth noting that it is in your best interest to do everything correctly and clearly in accordance with the requirements so that the TCC has no grounds for refusal when considering your application for a deferral.
