According to the Law of Ukraine 3817-IX, a license for wholesale fuel trade can be obtained by any business entities if their future activities comply with all the stipulated Licensing Terms. Trade in the absence of wholesale trade locations
The legislation provides for a special procedure for selling gasoline in the absence of its own stationary premises. In such cases, trade can be carried out:
- firstly, from the place of storage or trade in fuel of another licensee (provided that the applicant receives fuel storage services at such a place, and direct shipment takes place from the licensed place);
- secondly, in a vehicle used for moving or storing gasoline.
