Get an extract from the Unified Register of Pretrial Investigations
Modern realities dictate new conditions for the functioning of the legal system. For example, after you submit a criminal complaint to law enforcement authorities, criminal proceedings do not automatically begin. Filing a complaint alone does not guarantee that criminal proceedings will be initiated.
To ensure proper protection of your rights, it is important to verify whether criminal proceedings have actually been opened. This requires obtaining an extract from the Unified Register of Pre-Trial Investigations (URPI). The lawyers at Prikhodko & Partners will help you obtain an official extract from the URPI.
What Is the Unified Register of Pre-Trial Investigations (URPI)?
According to the Criminal Procedure Code of Ukraine, investigative (detective) actions may only be conducted after a pre-trial investigation has been initiated. This stage begins when an authorized official enters information about a criminal offense into the Unified Register of Pre-Trial Investigations (URPI).
The URPI is a state electronic information system that records information about criminal offenses, the progress of pre-trial investigations, and procedural decisions adopted during criminal proceedings. It contains information regarding both ongoing and completed criminal cases.
Access to the Register is granted exclusively to authorized officials of pre-trial investigation bodies and the prosecutor’s office. At the same time, individuals who have legal grounds to obtain relevant information may do so with the assistance of an attorney. The lawyers of Prikhodko & Partners will prepare the necessary attorney’s request, monitor compliance with the statutory deadlines, and ensure that you receive the official document.
Why Do You Need an Extract from the URPI?
Obtaining an extract allows you to:
- confirm that your complaint has been entered into the URPI;
- learn the criminal proceeding number;
- verify the date on which the pre-trial investigation was initiated;
- determine the preliminary legal classification of the criminal offense;
- use the document to further protect your legal rights;
- confirm the initiation of criminal proceedings before government authorities, banks, or other institutions.
If, after filing your complaint, no extract is issued or it turns out that the information has not been entered into the URPI, this may indicate unlawful inaction on the part of the law enforcement authority, which may be challenged before an investigating judge.
What Information Is Contained in a URPI Extract?
The official extract is generated automatically by the information system and contains up-to-date information as of the date of its generation.
In particular, the document contains:
- the criminal proceeding number;
- the date the information was entered into the URPI;
- the date the complaint or report was received;
- a brief description of the circumstances of the alleged criminal offense;
- the preliminary legal classification, including the relevant article of the Criminal Code of Ukraine;
- information about the pre-trial investigation authority;
- information about the applicant (where provided by law).
Information from the Unified Register of Pre-Trial Investigations is provided in the form of an official extract. It is important to note that a URPI extract is a document generated by specialized software. It confirms the fact that information regarding the alleged criminal offense has been officially registered and entered into the Register. The extract reflects the information available at the moment it is generated.
Accordingly, a URPI extract is not a substitute for procedural decisions issued by an investigator, prosecutor, or other competent authority.
Who Is Authorized to Register Information in the URPI?
The primary registrars are prosecutors and heads of pre-trial investigation bodies. In addition, investigators of the National Police, the Prosecutor’s Office, government authorities responsible for enforcing tax legislation, and the State Bureau of Investigation (SBI) are also authorized to enter information into the Register.
Neither individuals nor legal entities may independently access the Register or enter information into it.

How Long Does It Take to Obtain a URPI Extract?
The law establishes clear deadlines. Pursuant to Article 24 of the Law of Ukraine “On the Bar and Legal Practice,” a response to an attorney’s request must be provided no later than five business days from the date it is received.
However, in practice, obtaining a URPI extract is not always limited to five business days. The actual timeframe may be affected by postal delivery times for the request and the response, the workload of the pre-trial investigation authority, the need for internal approval of documents, and other organizational factors. Therefore, the actual period for obtaining an extract usually ranges from **5 to 10 business days**.
Submitting the request through an attorney not only allows you to receive the document as quickly as possible but also ensures compliance with all applicable legal requirements. If an attorney’s request is unjustifiably ignored or the statutory response deadlines are violated, our attorneys will take all legal measures available under Ukrainian law to protect the client’s rights and interests.

Can I get an extract from the ERDR online?
Currently, it is impossible to obtain an extract from the ERDR through open state services. The document is issued in accordance with the procedure specified by criminal procedural legislation, in particular, based on a lawyer’s request or in other cases provided for by law.
Is it possible to get an extract from the ERDR by the number of the criminal proceedings?
Yes, if the person has a legal basis to obtain such information. The criminal case number itself does not guarantee access to information, so the procedure for obtaining the document depends on the procedural status of the applicant.
What to do if a law enforcement agency refuses to provide an extract from the ERDR?
It is necessary to analyze the reasons for the refusal. If it is illegal, a lawyer will help you challenge the actions or inaction of officials and protect your rights.
Is it possible to obtain an extract from the ERDR for another person?
Not always. Access to information from the ERDR is limited by law, so the possibility of obtaining an extract depends on the specific circumstances of the case and the presence of legal grounds.
How does an extract from the ERDR differ from the materials of criminal proceedings?
The extract only confirms the fact of entering information into the ERDR and contains basic registration data. It does not include protocols, expert opinions, witness statements, and other materials of the pre-trial investigation.
