Assigment of postal adreress to real estate objects

On July 7, 2021 the Decree of the Cabinet of Ministers of Ukraine № 690 “On Approval of the Procedure for Assignment of Addresses to Construction Structures, Real Estate Objects” came into force.

This procedure determines procedure of assignment, change, correction of address of objects of construction, houses, buildings, constructions, separate parts of object which are separate objects of real estate (apartments, garage boxes, parking places, other residential and nonresidential premises).

Where to address:

  • the district, district in the cities of Kyiv and Sevastopol state administrations
  • executive bodies of village, settlement and city councils 
  • Administrative Service Provision Center 
  • city, district in the city councils and their executive bodies. 

Documents required for this service: 

  • Applications for assignment of an address to a construction object or an object of immovable property. 
  • Copy of a document giving the right to carry out construction works – in case of assigning an address to the construction object and if such document is not registered in the Unified Register of documents.
  • A copy of the document certifying the commissioning of the completed construction project – in case of assigning an address to the real estate object and if such document is not included in the Unified Register of documents giving the right to perform preparatory and construction work and certifying the commissioning of completed construction projects, information on the return for revision, refusal to issue, cancellation and annulment of the said documents.
  • Excavation of the topographic and geodesic plan at a scale of M 1:500 indicating the location of planned construction facilities, as well as the main entrance to the house (for houses).

Also enclosed are such documents – a duly certified copy of the document certifying the right of ownership or use of the land plot, and in case of assigning an address to the real estate objects formed as a result of their division (unification) – the document certifying the right of ownership or use of the land plot is required.
