License for domestic transportation in Ukraine
A license for domestic transportation is issued by the State Service of Ukraine for Transport Safety (hereinafter referred to as Ukrtransbezpeka) for the carriage of passengers and cargo across Ukraine by a legal entity or individual entrepreneur. It should be noted that there are different types of this permit designed to regulate various issues of implementing the relevant commercial activity.
As a general rule, licensing based on the Law of Ukraine “On Licensing Types of Economic Activities” establishes requirements for the technical condition of transport, driver qualifications, labor organization, and transportation safety for all road users. In addition to a license, entrepreneurs must also conclude transportation contracts with clients to legally conduct business. Below we will examine the main points of obtaining a permit for domestic transportation across Ukraine.
The main types of domestic transportation across Ukraine
Ukrtransbezpeka monitors compliance with the Licensing Conditions, conducts inspections and may apply sanctions in case of violations of the legislation regarding the organization of various domestic transportation. According to the current national legislation on the conduct of economic activities in transportation, the following main types are distinguished:
- transportation of passengers and their luggage by taxi according to individual orders received through Bolt, Uklon, Uber, etc.;
- transportation of passengers by bus in case of organization of excursions, tourist trips, service of corporate events, etc.;
- cargo transportation, including dangerous goods and hazardous waste.
It is important to note that an applicant can obtain a license for one or more of the listed types of activity if he meets the specific conditions, has the necessary documents and a staff of drivers with appropriate qualifications. Moreover, a permit can be obtained by both a carrier company that plans to hire drivers to provide transport services, and the drivers themselves, provided that they register as an individual entrepreneur and select the appropriate KVED (49.41, 49.32, etc.).
Requirements for the applicant and the material and technical base for obtaining a license for domestic transportation in Ukraine
To obtain a license in Ukraine, the future licensee must meet a number of mandatory requirements aimed at ensuring the quality of services:
- observance of the established deadlines for storing documents (data on the qualifications of employees, medical examinations, technical condition of vehicles, reports on the transportation of dangerous goods, registration sheets, etc.);
- availability of own or leased material and technical base, which ensures the performance of necessary operations (in the absence of relevant agreements with other business entities);
- ensuring inspection, maintenance, and storage of vehicles in special places that meet the established safety and security requirements;
- admission only to drivers who have the appropriate qualifications (driving license, ADR certificate, etc.) and have reached the minimum established age limit;
- availability of insurance policies to insure liability for damage caused to luggage, life and health;
- compliance with sanitary standards and fire safety rules at the facilities of the material and technical base;
- other criteria determined for a separate type of domestic transportation.
Procedure for obtaining a license for domestic transportation in Ukraine
List of documents

Cost of obtaining
The next step will be to submit documents to Ukrtransbezpeka in the manner prescribed by law (by mail, personally by the applicant or his representative to the branch, by filling out an application through the “Diya” portal). Ukrtransbezpeka reviews the submitted documents for their completeness and compliance with the requirements within ten working days. The term may be longer depending on the need for the applicant to submit additional documents at the request of the state body. Based on the results of a successful assessment, Ukrtransbezpeka makes a decision in the form of an order to issue a license and publishes it on the website.
During the entire assessment stage, you must also pay the official cost of obtaining a license, which is one subsistence minimum. According to the Law of Ukraine “On the State Budget of Ukraine for 2025”, it is 3028 hryvnias. In addition, the cost of a license can also be expressed by taking into account:
