Obtaining disability status, especially during wartime, is a difficult but important process, as this status provides access to all available benefits and social guarantees.

The process of obtaining disability status has its own legal nuances, especially in the context of legislative changes, when the MSEC system has already been reformed. Legal support ensures that every step, including preparing the application and submitting documents, complies with the law and contributes to the successful resolution of your case.

Obtaining Disability Status: Step-by-Step Procedure

Since 01.01.2025, the system has changed. The procedure is as follows:

Consultation and medical examination. Undergo all necessary examinations with specialists and complete the required medical tests.
Contact your family doctor or treating physician (for the primary medical condition): they are the ones who refer you for evaluation. For military personnel, the referral may also be issued by a Military Medical Commission (MMC). If the referral is issued by another doctor, a certificate from the MMC is mandatory.
The medical center receives the referral and documents, forms an expert team of doctors for your case, and schedules the date of the examination.
Examination by the expert team may take place in three formats: remote (document-based) without the patient’s presence; in-person examination; or via telemedicine using video communication. A formal extract of the expert team’s decision is issued, indicating the establishment of disability, its group, the date for reassessment, and rehabilitation recommendations.

In practice, this process may be more complicated and longer than described. To increase the chances of successfully obtaining disability status, it is advisable to consult a practicing medical lawyer. It is important to choose a specialist who has experience working with EKOPFO (MSEC) and understands all the practical nuances and requirements of these authorities in practice, not only on paper.
