What determines the timeframe for opening a medical business?
The overall timeframe depends not only on how long the Ministry of Health reviews the documents, but also on the actual readiness of the clinic.
Readiness of the premises
This includes selection of the property, layout of consulting rooms, renovation, accessibility and the possibility of installing equipment.
Number of specialties
The more specialties, places of activity and treatment methods there are, the greater the amount of information that must be reviewed and coordinated.
Personnel readiness
The timeframe depends on the availability of employees and properly prepared documents confirming education, specialisation and qualifications.
Additional stages
The timeframe may be affected by business registration, recognition of foreign education, formalisation of accessibility, organisation of waste management and connection to the Electronic Health Care System.
We determine a realistic timeframe after the audit. This allows some tasks to be completed in parallel and prevents the licensing process from being delayed because of premises, personnel or documents that could have been prepared earlier.
Can a foreigner open a medical business in Ukraine?
Yes. As a general rule, a foreigner may be the founder and owner of a Ukrainian company that opens a private clinic, dental practice, cosmetology or diagnostic centre, laboratory, rehabilitation facility or another medical business.
However, company registration alone is not sufficient to start receiving patients. Medical practice in Ukraine is conducted by a registered legal entity or sole proprietor after obtaining a medical practice licence and provided that the premises, personnel, equipment and organisation of work comply with the applicable requirements.
The clinic owner does not have to have a medical degree, if they act as an investor and do not personally provide medical care. Professional requirements apply to doctors and other medical professionals declared by the facility under the relevant specialties.
Therefore, opening a medical business should be planned as a single project: determine the format and specialties of the facility, review the premises, establish the material and technical base and team, prepare documents for the Ministry of Health and complete the organisational stages required to begin actual operations.
Who is the medical business opening service for foreigners suitable for?
For launching a new facility
✓
a foreign investor who is abroad and plans to open a clinic or medical centre in Ukraine;
✓
a foreigner who is already in Ukraine and wants to establish a medical business;
✓
a foreign company entering the Ukrainian medical services market.
For private practice or a joint project
✓
a foreign doctor, dentist or other medical professional planning to open their own practice;
✓
Ukrainian and foreign partners jointly launching a medical project;
✓
an investor who needs a local legal team to open and license the facility.
The service combines the necessary stages of turnkey medical business opening with separate procedures that may arise because of the involvement of a foreign founder, director or medical professional. We include them only where they are genuinely required for the specific project.
What should be determined before starting to open a clinic?
Before registering the business, entering into a lease agreement and purchasing equipment, the model of the future medical facility should be defined.
Format and specialties
We determine the format of the facility, the list of medical services, specialties and treatment methods to be declared.
Premises
We verify the address, right to use the premises, layout of consulting rooms, possibility of installing equipment and accessibility of the premises.
Personnel and equipment
We determine the requirements for medical professionals, their qualification documents and the material and technical base for each specialty.
Business form and additional stages
We determine whether registration of an LLC or sole proprietorship, connection to the Electronic Health Care System, organisation of medical waste management or other procedures are required.
A preliminary audit helps avoid renting premises that are difficult to adapt to medical requirements, purchasing unsuitable equipment or preparing documents for specialties that the facility is not yet actually ready to open.
What can be included in legal support for opening a clinic?
The scope of assistance depends on the readiness of the business. You can order only the preparation of the medical licence or comprehensive support — from registration of the business entity to connection of the facility to the Electronic Health Care System.
Preparation for licensing
Consultation, audit of medical personnel documents, premises and material and technical base, determination of specialties and the composition of the licensing package.
Medical business registration
Where necessary — obtaining a tax identification number, selecting NACE (KVED) codes and registering an LLC or sole proprietorship for conducting medical practice.
Documents and support before the Ministry of Health
Preparation of the application and information describing personnel, equipment, premises and treatment methods, submission of the package and monitoring of the review until a decision on granting the licence is made.
Preparing the facility for operation
Assistance with organising medical waste management, confirming accessibility of the premises for persons with reduced mobility, selecting an MIS and registering the facility in the Electronic Health Care System.
