What documents and initial information are required to start work?

The list is prepared after the initial consultation and depends on whether the business is registered, whether premises have been selected and which specialties are planned.

Business and premises

If the business has not yet been registered, the founder’s passport and registration details will also be required, together with information for obtaining a tax identification number, selecting NACE (KVED) codes and establishing an LLC or sole proprietorship. What is required to obtain a medical practice licence?

The owner’s foreign citizenship does not change the main requirements applicable to a medical facility. To obtain a licence, the business itself must be prepared and its readiness to conduct the declared medical practice must be confirmed.

a medical professional for each declared specialty.

Important: the information in the application and supporting information must correspond to the actual condition of the facility. Discrepancies in addresses, specialties, personnel documents or the list of equipment may result in the documents being left without consideration, refusal or the need for resubmission.

What additional issues must be resolved before the clinic begins operating?

Obtaining the licence is a key stage, but it is not always the final stage of the launch. Depending on the services and format of the facility, additional organisational procedures must be completed.

The overall timeframe depends not only on how long the Ministry of Health reviews the documents, but also on the actual readiness of the clinic.

Readiness of the premises
This includes selection of the property, layout of consulting rooms, renovation, accessibility and the possibility of installing equipment.
Number of specialties
The more specialties, places of activity and treatment methods there are, the greater the amount of information that must be reviewed and coordinated.
Personnel readiness
The timeframe depends on the availability of employees and properly prepared documents confirming education, specialisation and qualifications.

Can a foreigner open a medical business in Ukraine?

Yes. As a general rule, a foreigner may be the founder and owner of a Ukrainian company that opens a private clinic, dental practice, cosmetology or diagnostic centre, laboratory, rehabilitation facility or another medical business.

However, company registration alone is not sufficient to start receiving patients. Medical practice in Ukraine is conducted by a registered legal entity or sole proprietor after obtaining a medical practice licence and provided that the premises, personnel, equipment and organisation of work comply with the applicable requirements.

The clinic owner does not have to have a medical degree, if they act as an investor and do not personally provide medical care. Professional requirements apply to doctors and other medical professionals declared by the facility under the relevant specialties.

Therefore, opening a medical business should be planned as a single project: determine the format and specialties of the facility, review the premises, establish the material and technical base and team, prepare documents for the Ministry of Health and complete the organisational stages required to begin actual operations.

Frequently asked questions

Can a foreigner be the sole founder of a medical company in Ukraine?

Yes. As a general rule, a foreigner may be the sole founder of a Ukrainian LLC and own 100% of its share capital. However, ownership of the company does not replace the medical licence: after state registration, the legal entity must prepare the premises, personnel and material and technical base and obtain a Ministry of Health medical practice licence.

When establishing the company, the foreigner’s passport and corporate documents must be properly formalised, and the ownership structure and ultimate beneficial owner must be disclosed. Requirements regarding translation, apostille or consular legalisation of documents are reviewed separately, as are possible restrictions related to citizenship, sanctions status or the investment structure.

Does the clinic owner need a medical degree?

No, provided that the owner acts as an investor, manages the business at the corporate level and does not personally provide medical care. The owner may finance the project, determine the company’s strategy and supervise its activities without a medical degree.

At the same time, medical education, specialisation and other qualification documents are mandatory for employees holding medical positions and directly providing services to patients. If the owner plans to work as a doctor personally, their documents must be reviewed separately, and a diploma issued abroad may need to undergo a recognition procedure in Ukraine.

Can a foreigner be the director of a Ukrainian clinic?

Yes, a foreigner may head a Ukrainian company. However, before the appointment, it is important to determine the lawful grounds for working in Ukraine and properly coordinate the corporate, employment and immigration stages.

If no statutory exemption applies to the specific situation, the company must obtain a work permit for the foreign national, conclude an employment agreement and, where necessary, prepare documents for long-term stay in Ukraine. The procedure depends on the person’s citizenship, current status and role in the company.

Can a foreign doctor work in their own clinic in Ukraine?

Yes, but being a founder or owner does not automatically grant the right to work as a doctor. It is necessary to confirm that the education, specialty and professional qualifications meet the requirements applicable to the relevant medical position in Ukraine.

A diploma obtained abroad may require official recognition and, in certain cases, additional qualification documents. Employment relations must also be formalised, the need for a work permit reviewed and the foreign national’s immigration status regulated. Only after that can the employee be properly included in the staffing model of the medical facility and the licensing information.

Can a clinic be opened in rented premises?

Yes. The premises do not have to be owned by the company — a rented property may be used under a properly executed lease agreement. The main requirement is that the right to use the premises is confirmed and that the premises correspond to the format of the facility, the declared specialties and the method of providing medical care.

Before entering into a long-term lease and beginning renovation works, it is advisable to review the legal status of the property, the layout of consulting rooms, accessibility for persons with reduced mobility, the possibility of installing the required equipment and other requirements for the material and technical base. Such an audit helps avoid expenditure on premises that cannot be adapted or would be economically impractical to adapt.

Can a licence first be obtained for several specialties and other specialties added later?

Yes. A medical facility may begin operations with a defined list of specialties and expand its areas of activity later. Before adding a new specialty, the relevant medical professional, equipment, premises and documents confirming compliance with licensing requirements must be prepared.

A new area should not actually be launched before the changes have been properly formalised. It is first necessary to analyse whether the expansion affects the layout of consulting rooms, the material and technical base, staffing or additional permits, and then submit the required information to the Ministry of Health in the prescribed manner.

Does the investor have to come to Ukraine?

Not always. A significant part of the preparatory, corporate and licensing actions can be organised through an authorised representative: translations can be prepared, a tax identification number obtained, documents submitted for state registration of the company and preparations for licensing coordinated.

At the same time, a fully remote launch is not possible for every project. Personal attendance may be required for bank identification, preparation of employment or immigration documents, or compliance with the internal requirements of a particular institution. Therefore, at the start of the engagement, it is advisable to determine which actions can be completed under a power of attorney and for which the investor’s visit to Ukraine should be planned.
