Obtaining a grant for a greenhouse

Why is the grant program for creating new greenhouses popular in Ukraine?

Ukrainian production in the greenhouse in our country has always had great advantages, namely: filling the budget with taxes, creating new jobs, the opportunity to grow agricultural products at low prices, and boosting the economy as a whole.

During the introduction of martial law, this issue became even more urgent, because Ukraine could no longer fully control the Black Sea and import imported products by delivering them on merchant ships.

This also applies to the airspace, since civil aircraft will no longer fly to Ukraine from February 24, 2022.

In such difficult conditions, creating one’s greenhouses is an effective solution that significantly helps to provide Ukrainians with cheap and high-quality agricultural products.

How can you get a grant for a greenhouse from the state in 2024?

In practice, there are 2 ways to receive funding under the grant program, namely:

• Application submission in online format– implemented using the Diya state portal with a mandatory overlay of an electronic digital signature;
• Application submission in offline format (in person) – for this, it is necessary to contact the nearest branches of Oschadbank or Ukreximbank. If necessary, employees of these institutions will additionally explain the conditions for receiving grant funds.

What is the list of persons entitled to submit applications and receive grant funds?

 The terms of the grant program stipulate that only active non-profit organizations and legal entities that meet several criteria have the right to submit an application and other relevant documents for participation in the greenhouse grant, namely:

• economic entities should not have any activity on the TOT of Ukraine (this should include economic activity related to the production, exchange, and processing of various tangible and intangible goods that act as goods and can be sold);
• business entities cannot have any economic ties with Russian companies and generally do not conduct business activities on its territory;
• business entities should not be subject to sanctions imposed by both the Ukrainian side and other international organizations;
• business entities are not at the stage of bankruptcy and no relevant court proceedings have been opened against them;
• business entities should not be held accountable for committing corruption crimes;
• business entities cannot have any debts to the budget of Ukraine (tax payments or fees);
• business entities must own land for the construction of a greenhouse for at least 7 years.

What amount of grant can be received?

The size of the grant varies from 2 to 7 million hryvnias, depending on the area allocated for the construction of the greenhouse. The minimum area for building a greenhouse is 0.4 hectares, the maximum is 2.4 hectares.         

It is worth noting that the state compensates up to 70% of the cost of building a greenhouse. One year is allotted for its construction. In addition, a typical project for building a greenhouse should also be developed.

Importantly! Funds for receiving the grant do not need to be returned, but are subject to mandatory compliance with the terms of the program – creation of 14 jobs per 1 hectare of the greenhouse, payment of taxes, operation for at least 3 years, as well as provision of the greenhouse with a water intake and irrigation system.
