Submission of documents
Future adoptive parents apply to the children’s service at the place of residence with a package of necessary documents:
- Statement of desire to adopt a child
- Copies of passports and identification codes
- Certificate of income for the last 6 months
- Certificate of no criminal record
- Medical certificates of health
- Documents on education and professional activity
Inspections and examinations
- Medical examination — to confirm the ability to raise a child
- Psychological testing — assessment of readiness for parenthood
- Inspection of housing conditions — checking the compliance of housing with the needs of the child
- Study of characteristics — collection of information from the place of work, residence
- Stage result
Based on the results of inspections, the Children’s Affairs Service makes a decision on:
- Registration — candidates receive the status of potential adoptive parents
- Refusal — in case of non-compliance with the established requirements
Term: up to 3 months from the date of submission of all documents.
After registration, candidates can start looking for a child for adoption.
Online or offline submission
Online through Diia:
- Log in to the citizen’s account.
- Fill in the basic details of marriage, address and desired child.
- The system pulls data from registers — it takes up to 15 minutes.
- Upload documents that are not in the registers.
- Sign the application with an electronic signature and send it.
Submission takes up to 30 minutes, the service itself is free, and the processing time is up to 5 working days.
Offline through the Children’s Service:
- Submit an application in person or through a representative.
- The spouses’ statements are signed by both, in case of absence, a notarized consent.
- An employee of the service can certify copies of a passport, marriage certificate, housing document.
Further steps after submission
- Verification of documents for compliance with the requirements by the civil service.
- Conversation-acquaintance with a consultant: explanation of the rights/obligations of adoptive parents.
- Inspection of living conditions (an act is made).
- If everything fits, a conclusion is issued on the possibility of being an adoptive parent and registration
- The next stage is a training course for candidates (except for relatives, guardians, etc.).
To take courses for adoptive parents in Ukraine, it is necessary to follow the official procedure, which involves several stages.
How to take these courses:
Contact the children’s office in your place of residence. (optionally at the place of residence)
You need to have with you:
- passport (original and copy),
- identification code,
- marriage documents (if any),
- a certificate of income from the place of employment or other documents confirming financial solvency,
- medical certificate (form 086-O),
- housing documents (ownership or lease agreement),
- Autobiography.
The service issues a referral for the training of a potential adoptive parent.
Taking courses
Training is organized on the basis of Social Service Centers or specialized institutions that work according to approved programs.
Details:
- Course duration: from 1 to 2 months, usually 8-12 lessons (2-3 hours each).
- Format: face-to-face or online (depending on the region).
- Topics include:
- the psychology of an orphan child,
- legal aspects of adoption,
- the basics of adaptation of a child in a new family,
- experience of other adoptive parents, etc.
Upon completion of the course, a certificate of completion of training is issued, which is mandatory for the further adoption process.
Upon completion, the candidates are officially entered into the registration book. Then there is the mutual selection of the child and the beginning of the adoption trial.
