What is a BTI technical certificate?
According to its content, the technical passport of a house, apartment or other real estate is an official document prepared according to the form based on the results of the technical inventory of the object by a certified specialist.
The document is compiled in accordance with the Instruction approved by Order №127 of the State Committee for Construction, Architecture and Housing Policy of Ukraine on May 24, 2001. Both municipal BTI (Bureau of Technical Inventory) and private companies have the right to develop technical passports if there is a specialist with a qualification certificate of an expert in the field of architecture in the staff.
On the title page of the document the seals of the relevant organization are affixed and the number of the qualification certificate of the specialist is indicated, which can be checked according to the register of certified persons. Issued technical certificate in stitched form.
The technical passport for the apartment / house is made on the basis of drawings and calculations of the areas of rooms. The document contains the following information:
- graphic plan of the object with explication;
- address, name of owners;
- foundation material, walls and floors, height, number, size of rooms and non-residential premises;
- information on engineering communications;
- date of construction, number of floors in the house where the property is located;
- inventory value;
- information about the ownership of the object.
BTI technical passport: price and design features

- passport + TIN;
- a document confirming the ownership of the object (for example, a contract of sale);
- a document for a land plot – if it is a private house;
- old technical passport.
Technical passport for the house: validity in Ukraine and reasons for registration
The legislation does not contain any terms of validity for this document. Technical passport for a house in Ukraine, as well as for an apartment, are issued as needed. In this case, if the technical passport for the object has been prepared before, before any legal agreement on the object, it is updated by the current inventory, if the following deadlines have passed since the previous inventory:
- three months in case of receiving a BTI statement;
- twelve months in case of change of ownership.
When the results of the current inventory reveal changes in the composition and / or technical condition of the object, the technical certificate must be replaced.
Registration of the technical passport for the apartment in BTI of Kiev (as well as for a house) is required in the following circumstances:
- Commissioning of a new real estate object or legalization of unauthorized construction – supply of communications is carried out only in the presence of a technical certificate;
- Change of owner (purchase, sale, gift, exchange, inheritance) – technical certificate is provided to the notary for the relevant agreement;
- Registration of ownership of the object – during the privatization procedure, in case of inheritance, by court decision, and so on;
- Obtaining a bank loan – buying a home on a mortgage or obtaining a loan secured by real estate;
- Litigation – the division of housing, the allocation of shares in kind, and so on;
- Carrying out redevelopment or reconstruction;
- Installation of autonomous gas or electric heating.
