Certificate of citizenship of Ukraine
The procedure for establishing citizenship of Ukraine is provided for those citizens who are already recognized as such in accordance with Article 3 of the Law of Ukraine «On Citizenship of Ukraine». It is aimed at those persons who still do not have a citizen’s passport for some reason. Who are the citizens of Ukraine?
In accordance with the current legislation, the citizens of Ukraine are:
- all citizens of the former USSR who, as of August 24, 1991, were permanently residing in the territory of our state;
- those persons who, as of November 13, 1991, resided in Ukraine and were not citizens of other states;
- persons who arrived in our country for permanent residence after November 13, 1991, and whose Soviet passports contained an inscription stating that they were citizens of Ukraine (this also applies to minor children who arrived with them, if their parents have applied for their children to become citizens of Ukraine);
- those persons who acquired Ukrainian citizenship in accordance with its laws and international treaties to which Ukraine is a party.
Let’s take a closer look at which categories of citizens are eligible for Ukrainian citizenship. We are talking about those citizens of the former USSR who have not received a passport of a citizen of Ukraine (including a passport for traveling abroad) and do not have a mark in their Soviet passport regarding their residence as of August 24, 1991 or November 13, 1991. This also includes:
- persons who served in the military and then remained in Ukraine;
- persons who served their sentence in prison and legally resided in the territory of the then Ukrainian Soviet Socialist Republic before the court sentence came into force.
Also, persons who were under the age of majority as of August 24, 1991 or November 13, 1991, but whose parents belong to the categories mentioned above, are recognized as citizens of Ukraine. In addition, it is worth mentioning persons who, as of August 24, 1991 or November 13, 1991, were not of legal age, but were brought up in state institutions of Ukraine intended for children.
And finally, it should be noted that persons who arrived here for permanent residence after November 13, 1991, and who had the inscription “citizen of Ukraine” in their passports at that time are recognized as citizens of Ukraine. This also applies to their minor children, if the parents have submitted a corresponding application.
