A job description is an organizational and legal document at an enterprise or institution that defines the functional duties of a specific employee. It is critically important for the efficiency of an accountant’s work and must be based on the national standard. It is also worth emphasizing that the accountant’s job description defines the legal grounds for disciplinary sanctions in case of violations of work obligations. Why is an accountant’s job description necessary?
An accountant’s job description is an internal document created for the position, defining the duties, rights, responsibilities, and qualification requirements for the accountant. The job description performs important functions, including:
- for management — organizing the work of the accounting department, managing disciplinary measures, optimizing HR processes;
- for the accountant — a clear understanding of duties, rights, and the procedure for protecting their interests.
Considering the existence of various positions in accounting, job descriptions should be prepared for positions such as Chief Accountant, Deputy Chief Accountant, and accounting staff (Accountant of the I or II category). What should be included in an accountant’s job description?

- first, general provisions. This includes the job title, department, procedure for appointment and dismissal, qualification requirements, and the procedure for substitution by other employees (if necessary);
- second, tasks and responsibilities. When drafting this section, attention should also be paid to the Regulations of the accounting department;
- third, employee rights. This section should include such rights as making proposals, making decisions, approving draft documentation, obtaining necessary information, etc.;
- fourth, employee responsibility. In addition to listing types of disciplinary sanctions, it is useful to describe which actions lead to responsibility and when it can be avoided (for example, if non-performance of duties is related to reporting a corruption offense);
- finally, an additional “must know” section. As a rule, this contains a list of regulatory acts that the accountant must know and use during work.
Chief Accountant job description: what is different?
Given the importance of the Chief Accountant position, as well as its managerial function in the accounting department, the job description will include the following specifics:
- adding to the employee’s rights the ability to form the company’s accounting policy;
- granting the employee the ability to distribute responsibilities among other accounting department employees and monitor the quality of their work;
- defining the key role of such an employee in inventory processes at the enterprise or institution;
- including a broader list of qualification requirements for this employee (in accordance with the national standard).

The job description is a legally required element of organizing the work of an enterprise or institution. Its absence can have serious legal consequences for the enterprise, as it violates current labor legislation.
The absence of an accountant’s job description will result in:
- a fine for the employer (enterprise) in the amount of one minimum wage (Article 265 of the Labor Code of Ukraine);
- a fine for the director of the enterprise in the amount of 100 non-taxable minimum incomes of citizens (Article 41 of the Code of Administrative Offenses of Ukraine).
