Thus, if the income is received by an individual who is a tax resident of Ukraine, the issue of taxation arises regardless of whether the payment is made by a foreign company.
The State Tax Service separately clarifies the situation regarding income from YouTube: if an individual who is not an individual entrepreneur receives remuneration from YouTube for advertising or monetization of video content, such income is considered foreign income and is included in the total annual taxable income.
This means that a blogger cannot assume: “I did not receive money directly in Ukraine — therefore, Ukrainian taxes do not need to be paid”.
For tax purposes, the status of the taxpayer and the nature of the income received are primarily important.
What taxes does an individual pay?
For foreign income of individuals – residents of Ukraine, personal income tax at a rate of 18% and military duty of 5% are applied in 2025. The State Tax Service also notes that income in foreign currency is converted into hryvnia at the official exchange rate of the NBU, which is valid on the date of accrual or receipt of income in accordance with the established rules.
That is, conditionally receiving $ 10,000 in income does not mean that the figure “10,000 USD” is simply transferred to the declaration.
It is necessary to correctly determine the hryvnia equivalent of income, take into account the date of its receipt, document the receipt and then determine tax liabilities.
It is at this stage that bloggers and content creators often make mistakes.
Meta Platforms, Inc.: what you need to know about income from Facebook and Instagram?
A separate category is the income that the content creator receives through the Meta ecosystem.
This can be funds related to content monetization, advertising programs, bonuses, subscriptions and other platform tools.
In such a situation, it is necessary to establish:
who exactly is the payer of the funds;
on the basis of which program or contract the payment is made;
for what exactly the remuneration is accrued;
which company makes the payment;
on what date the income arose;
in what currency it was received;
through which payment instrument the payment is made;
whether the recipient is an Individual Entrepreneur or an individual.
This is fundamentally important, as the same platform name does not mean the same tax treatment for all types of income.
Instagram or Facebook is a platform, but for tax analysis it is necessary to establish the specific legal and economic nature of the payment.
Google AdSense: where the most questions arise?
Google AdSense is one of the most common ways to monetize websites, video content, and other digital content. However, receiving money through Google AdSense also does not automatically mean determining the tax regime.
It is necessary to analyze the entire relationship model:
content → advertising placement → views/transitions → reward generation → accrual of funds → payment via AdSense → receipt of funds by the payer.
Particular attention should be paid to documents that confirm the amount of income: platform reports, payment history, bank statements and other documents.
If such documents are not kept, in the future there may be a problem with confirming not only the fact of income receipt, but also the correct amount, date and currency of its receipt.
Sole proprietorship or ordinary individual?
This is one of the key issues that needs to be resolved before active monetization begins. If a person systematically creates content and receives income from it, it is necessary to assess whether such activity meets the characteristics of an entrepreneurial one. At the same time, registering an individual entrepreneur in itself does not mean that all of the blogger’s income will automatically be subject to a single tax.
It is necessary to check separately:
type of activity;
selected KVED;
single tax group;
conditions for receiving funds;
nature of the contract or affiliate program;
payer of income;
purpose of payment;
account to which funds are received.
The State Tax Service notes in its explanations that funds received by an individual entrepreneur – a single tax payer from YouTube for advertising related to his business activities may be included in business income, provided that the established requirements are met.
At the same time, if the relevant income is not related to the business activities of the individual entrepreneur, the tax regime may be different.
That is why the question “should I open an individual entrepreneur?” has no universal answer without analyzing a specific monetization model.
And if the money comes to PayPal, Payoneer or another payment service?
This is another common mistake. Some content creators believe that as long as the funds remain in a foreign payment account, there is no tax income in Ukraine. However, the location of the funds and the tax status of the income are different issues.
Therefore, when analyzing, it is necessary to establish when exactly the income is considered to be received for the purposes of Ukrainian tax legislation, what its amount was, and at what exchange rate it should be converted into hryvnia.
It is especially important to keep a history of the movement of funds, since it may be difficult to restore information about specific payments after several years.
What to do if income was received for several years and was not declared?
This is one of the most common situations in the practice of a tax lawyer.
A person could have run a YouTube channel, monetized Instagram, or received income through Google AdSense for several years without thinking about the Ukrainian tax consequences.
Then there is a need to legalize income – for example, to purchase real estate, obtain bank financing, confirm the origin of funds, or due to issues related to the international automatic exchange of tax information.
In such a situation, you should not simply determine the total amount of all income and file a declaration.
First, you need to conduct a retrospective tax analysis.

If a person received significant income from foreign platforms, it is advisable to analyze their tax risks in advance, rather than wait for the moment when the issue arises from the regulatory authority.
What to do if taxes have already been paid abroad?
In some situations, the amount of taxes paid abroad may be included in the Ukrainian tax liability, provided that the requirements of the Tax Code of Ukraine and the relevant international treaty are met.
However, it is necessary to have documentary evidence of tax payment in a foreign country.
Therefore, a foreign tax return, tax payment certificate, or other appropriate document may be essential for the correct determination of tax liability in Ukraine.
Income from YouTube, Meta Platforms, Inc., and Google AdSense is no longer just “blogger earnings.” For tax purposes, it is full-fledged income that requires proper legal qualification and documentary confirmation.
The biggest mistake is trying to determine the tax only based on the amount of funds that have been deposited into the bank account.
In each situation, it is necessary to comprehensively analyze the tax status of the person, the source of income, monetization conditions, platform documents, currency and date of payments, the method of receiving funds, the presence of an individual entrepreneur, the taxation system and the possibility of applying international treaties.
