Peculiarities of installing SAF
According to the Resolution of the CMU No. 198 “On approval of the Uniform rules for the repair and maintenance of highways, streets, railway crossings, rules for their use and protection”, a distinctive feature of small architectural forms (SAFs) is the absence of a solid foundation.
Such structures belong to the category of temporary. They can only be one-story. Lightweight constructions are used for the manufacture of SAFs, which can form premises for the temporary stay of people. Although SAFs have the status of temporary structures, it is impossible to install them arbitrarily. The ban on arbitrary placement of temporary structures is established by local councils in accordance with their own decisions. This is the main reason for their dismantling in the absence of permits.
Thus, among the main requirements for temporary structures:
- The height is no more than one floor.
- Lack of welded frame and foundation.
- The area of the outer perimeter is up to 30 square meters.
- Use for erection of lightweight materials.
Pavilions and kiosks fall under the above characteristics. SAF can be disassembled, moved, removed at any time. At the same time, the ground under it remains untouched.
Issuance of SAF: the legal basis for obtaining an installation permit
According to the current Ukrainian legislation, arbitrary installation of temporary structures is prohibited. To place them on the appropriate site, you need to obtain the appropriate permission from the city authorities. The main document for this is the binding passport.
In the presence of a binding passport, a certain structure with a certain configuration can be installed on an established plot of land. In addition, you will definitely need a land lease agreement. It is these two documents: the binding passport and the land lease agreement that will be needed for the registration of temporary structures – SAFs.
Among the main list of documents required for registration of SAF:
- Scheme of improvement of the territory and placement of the building.
- Color sketches of the future SAF.
- Characteristics of technical conditions of the object.
- Photos of the installation site.
