Support in concluding an NSZU contract

Support in concluding an NSZU contract

What is an agreement with the National Health Insurance Fund and why is it needed at all

An agreement with the National Health Insurance Fund is a legal instrument under which a healthcare institution (or an individual entrepreneur with a license for medical practice) undertakes to provide medical services to the population under the Medical Guarantees Program, and the National Health Insurance Fund - to finance these services in accordance with the volume and quality.

Such conclusion of an agreement is an important stage for the medical business, since without it it is impossible to receive funds from the state budget for services provided within the framework of the Program.

Therefore, support for the signing of such an agreement is a set of actions that ensure the legal, organizational and technical readiness of the medical institution for interaction with the National Health Insurance Fund.

Stages of support for concluding a contract

Support can be divided into several logical stages:

Preparation of the provider institution

  1. Verification of the availability of a license to conduct business activities in medical practice.
  2. Inspection of premises (accessibility for persons with disabilities and other low-mobility groups) and material and technical base.
  3. Connection to the electronic health care system (ESH) is a necessary condition for document flow and conclusion of a contract.
  4. Availability of an electronic digital signature (CEP/EDS) of the manager or authorized person.
  5. Updating data in the system (registration documents, personnel data, equipment, etc.).

Submission of an application for concluding a contract

  1. From the moment the National Health Service of Ukraine announces the conclusion of contracts, the institution submits an application together with documents in accordance with the Procedure.
  2. Verification: the National Health Service of Ukraine analyzes the institution's capabilities to provide medical services, technical readiness, equipment, licenses.
  3. If discrepancies are found, the opportunity to make corrections within a specified period is provided.

Agreement and signing of the contract

  1. After successful verification, the NHSU sends a response with the intention to conclude the contract.
  2. The contract is signed with an electronic digital signature (or in electronic form) with the participation of both parties.
  3. The contract comes into force from the date of signing and is published on the NHSU website.

Contract implementation and monitoring

  1. The contract provides for a clear list of medical services, terms, and conditions of provision.
  2. Further control: the NHSU monitors the fulfillment of the terms of the contract by the provider institution.
  3. In case of failure to fulfill the terms, changes, termination of the contract or other legal consequences are possible (in accordance with Procedure No. 410).

Practical advice: how to effectively support

  1. Start with an audit of the institution's compliance with all requirements: license, premises, equipment, personnel, data in the ESOH.
  2. Ensure proper preparation of documents: charter, extract from the Unified State Register, license, material and technical equipment lists, contracts with contractors (where applicable).
  3. Make sure that the data in the ESOS system is correct (specialties, premises, licenses) - this often leads to refusals or delays.
  4. Prepare an electronic digital signature of the manager/authorized person; especially relevant if the contract is concluded electronically.
  5. Monitor the announcements of the National Health Insurance Fund, deadlines for submitting applications, application forms - untimely submission or incomplete documentation may lead to exclusion from the competition.
  6. After concluding the contract, monitor its implementation: reporting, entering data into the ESOS, compliance with the requirements of the contract. In case of violations, sanctions are possible.
  7. Carefully monitor new changes in legislation and regulations (for example, it may be envisaged to conclude contracts for a period of up to 3 years for certain packages).
