Report on the technical inspection of the building
A comprehensive diagnosis of the actual condition of a building (technical inspection) is carried out to determine physical wear, identify defects and damage to structures. Conducting a technical inspection allows you to obtain objective information about its condition and is the basis for making informed decisions regarding further implementation. The issue of obtaining a report on the technical inspection of a building is directly regulated in the Methodology approved by Order of the Ministry of Development No. 144.
When is it necessary to conduct a technical inspection of a building?
Technical inspection, taking into account its specifics and features of its implementation, consists of:
- confirming the possibility of safe operation of the real estate object;
- substantiating the need to carry out measures to eliminate the identified defects;
- determining the scope of work on repairs of individual elements or the entire building as a whole (in the context of emergency emergency plans).
Such a procedure is also necessary, first of all, when changing the functional purpose of the premises (converting a residential object into a non-residential one), conducting reconstruction, and preparing documents for real estate objects under the construction amnesty procedure, if there are outbuildings with a total area of more than 100 sq. meters nearby. In modern realities of war, a technical inspection is required after damage due to military actions and shelling to assess the condition and predict the need for work to bring the building into proper condition.
Methodology for conducting a technical inspection of a building: features
The analyzed procedure usually includes three main stages:
- first, preparation for its implementation. It includes the collection and analysis of primary information about the object (design documentation, results of preliminary inspections, etc.), determination of the contractor (selection of a qualified organization or certified specialists);
- second, organization of work performance. The customer ensures safe access of the specialist to the object and his own presence to control the work. If necessary, a representative authorized by a power of attorney can be involved (with the consent of the parties). Quite often, lawyers are involved for this purpose, who not only monitor the proper implementation, but also subsequently check the compliance of the report based on its results with current national legislation;
- third, drawing up the report. At this stage, the contractor draws a conclusion about the actual technical condition of the object and provides recommendations on measures to ensure reliability and safety.
Who can conduct a technical inspection of a building?
Such work may be carried out only by specialists who meet the criteria in the Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine No. 257:
- have successfully passed professional certification and have a valid qualification certificate (design engineer, construction expert and consulting engineer of category I);
- information about them is contained in the Register of Construction Activities.
Obtaining a report on the technical inspection of the building
What documents are needed for this?
In order for the contractor to conduct a quality assessment and form a substantiated report, the customer must prepare and provide the following package of documents:
- establishment documentation (Charter, Extract from the Unified State Register) for entrepreneurs or a passport of a citizen of Ukraine for individuals;
- title document for the land plot on which the building is located (extract from the Land Registry, land lease agreement, etc.);
- real estate documents (certificate of ownership, purchase and sale agreement);
- design documentation for the building (if available);
- technical specifications (developed in accordance with the established form).

Requirements for the content of the report
The report must reflect the results of the contractor’s work in as much detail as possible and contain a brief summary of the main characteristics of the property. Its content must meet the requirements specified in the Methodology approved by Order of the Ministry of Development No. 144, and consist of:
- title page (information about the contractor, customer, location of the building and details of the report);
- introduction (purpose, objectives, list of source data and documents);
- main part (brief description of building structures and engineering systems, operating conditions, identified defects and damage). As part of a more detailed disclosure of information, a Table is also attached to the report in accordance with Appendix 5 of the Methodology;
- conclusions (list of urgent work, conclusion on the possibility of further operation, recommended date of the next assessment). A technical passport for the building is also drawn up based on the results of the report.
What is the difference between a report on the technical inspection of a building damaged as a result of military operations?
The main difference in the content of such a report is the addition of an inspection report of the building damaged by shelling or other military actions. The form of this document is given in Appendix 7 to the Methodology. It is also worth emphasizing that this document is attached to the main report if this is expressly provided for in the terms of reference for the inspection.
