  • persons working in court, representatives of law enforcement agencies and their close relatives;
  • persons participating in criminal proceedings;
  • people’s deputies of Ukraine;
  • members of public formations for the protection of public order and the state border;
  • military personnel, except for those doing compulsory military service;
  • civil servants;
  • journalists.

What about civilians not included in this list?

The issue of obtaining a permit for weapons for ordinary civilians arose sharply during the outbreak of a large-scale war, so the legislator promptly responded to such challenges and therefore the process of obtaining hunting firearms and cartridges for them was significantly simplified in accordance with the order of the Ministry of Internal Affairs № 170 of 01.03.2022.

The following should be noted here.

Smooth-bore hunting weapons can be owned from the age of 21, but when a person turns 25, he will have the right to obtain a permit for a hunting rifled weapon.

If a person who has not yet reached the age of 25, but is already an adult (18 years old), then he has the right to acquire a pneumatic weapon without any permits, but with a caliber of less than 4.5 mm and the bullet speed must be less than 100 m/sec. Also, persons over 18 years old can acquire a revolver and a pistol chambered for Flobert cartridges. The fact is that the circulation of the above-mentioned means of self-defense is not regulated by the legislation of Ukraine.
