Extract on the place of residence
You can obtain a residence certificate through the DIYA portal by following the simple on-screen instructions. If this is not technically possible, you can obtain one in person or through a legal representative by contacting the Center for Administrative Services. How can I obtain an extract through the DIYA portal?
To generate and download a extract, you need to do the following:
- click on the option “get extract”;
- log in or, if you’re not registered, register in your personal account;
- verify your information and your place of residence;
- select whether you want to order the extract for yourself or your child;
- if you’re ordering a extract for a child, you’ll need to provide the series and number of their birth certificate;
- upload the extract.
Received documents are stored in your personal account, and the applicant will receive an email notification about their readiness.
Result of the service
As a result, you will receive your extract in PDF format, indicating your place of residence or that of your child. This document will confirm your current place of residence. It contains a unique QR code that can be used to verify the document’s authenticity by scanning it with a smartphone camera.
Can residence be confirmed in another way?
Clients sometimes ask their lawyers this question. Yes, you can confirm your place of residence with your passport at the DIYA. This applies to both domestic and foreign documents.
Furthermore, this can be confirmed with a stamp placed in your passport booklet before December 1, 2021.
Sometimes, the register is missing information about a person’s place of residence. In this case, it needs to be updated. To update this information in the Territorial Community Register, you should contact either the Administrative Service Center or your local office to have the information entered.
What legal acts govern this issue?
The two key legal acts governing the procedure for obtaining an extract on the place of residence are:
- Law of Ukraine “On the provision of public (electronic public) services for declaration and registration of residence in Ukraine”;
- Cabinet of Ministers Resolution № 265 of February 7, 2022, “Certain issues of declaration and registration of residence and maintenance of registers of territorial communities.”

What should you know about affixing an apostille to a document?
If you need more than just a residence/registration confirmation extract, but also require an apostille for this document, our services will be helpful. You can apply to the Center for Administrative Services in person or through a lawyer to obtain the original of this certificate with a wet seal.
It’s worth noting that an apostille is a 10×10 centimeter stamp placed on a document to confirm its validity in countries that are party to the Hague Convention. Ukraine acceded to this Convention. Before legalizing your document with an apostille, you should find out whether the country where you’re presenting the document is also a party to this Convention. If not, a different legalization procedure is required there.
The period for affixing an apostille to the specified extract may be up to 30 days, since the procedure is carried out through the State Migration Service, which, due to its workload, is not always able to affix the apostille quickly.
When might a extract of residence be required?
Such an extract may be useful in a wide range of situations. Specifically, this applies to the following areas of life:
- Banking system. An extract may be required when opening an account or using credit services.
- Notary services. An extract may be required to certify various transactions.
- Education. This document is required when registering your child for kindergarten or school.
- Social services. An extract is also required to receive social benefits.
