Notice of commencement of construction works

Recently, the Law of Ukraine “On the Regulation of Urban Development Activities” underwent changes, which affected the system of permit documents for construction works. Previously, there was a three-stage system, where one of the documents was a declaration on the start of construction. Now the system is two-stage, with a notification of the start of work and a permit for their implementation.

Main changes in legislation and benefits

Difficulty categories are replaced by consequence classes:

  • Instead of five categories of complexity, objects are now classified by three classes of consequences (responsibility): CC1, CC2, CC3.

Grounds for starting construction:

  • Currently, either a notice or a permit is required to begin construction.

Notification of the start of work:

  • Issued for small objects.
  • It can be submitted on the basis of a construction passport (for individual residential buildings, garden buildings, garages, etc.) or MBUO (for SS1 objects).

Work permit:

  • Obtaining a permit is necessary for large SS2 and SS3 facilities.

Notification of the start of construction work: how to do it?

Notice of commencement of construction works (PPBR) is a document submitted by the customer before the commencement of construction works.

There are two ways to submit PPBR:

  • In electronic form: through the Diya Portal or the Unified State System of Electronic Petitions (EDESO).
  • In paper form: through the Administrative Services Center (CSC).

Documents required for submission of PPBR:

  • Passport and identification code of the customer (for an individual) or founding documents (for a legal entity).
  • A document confirming ownership or use of a plot of land.
  • Building plan or construction passport.
  • Construction project (approved in the appropriate order).
  • Expert report on environmental impact assessment (if necessary).

Process of submission of PPBR:

  1. Fill out the PPBR form. The PPBR form can be found on the Diya Portal or in the Central Administrative Office.
  2. Prepare the necessary documents.
  3. Submit PPBR:
  4. Get a PPBR registration number.
  5. Start construction work.
