Requirements for the applicant
To obtain a license, the applicant must:
- register as a business entity (legal entity or individual entrepreneur) with KVED 49.3 (passenger land transport);
- have a staff base formed by hiring appropriate qualified personnel (drivers, medical workers, etc.), concluding contracts for the provision of necessary services;
- own or use a material and technical base, in particular buses that meet the technical criteria provided for in the License Terms, premises on the basis of private property rights, rent or as a result of leasing vehicles.
For drivers who carry out domestic bus transportation, the following mandatory requirements are established:
- firstly, having a valid license of categories “D”, “D1”, “DE”, “D1E”;
- secondly, experience in driving buses for at least three years (for intercity transportation);
- thirdly, a mandatory 12-month internship before transferring the driver to another bus model (if necessary);
- fourthly, having reached the age of 21.
Requirements for buses for domestic transportation
The applicant is also obliged to use vehicles that meet clearly defined requirements, primarily:
- meet environmental standards, requirements for the braking system, steering, lighting and general operational safety;
- the class and category of the bus must correspond to the area of its use depending on the type of connection (urban, suburban, intercity), information about the type of connection must also be placed on the bus;
- transport must be equipped with tachographs to record work modes.

- application for a license;

Prepared documents must be submitted directly to the State Transport Safety Service (Ukrtransbezpeky). The entire process is carried out electronically and can be implemented on the “Diya” portal. It is also worth emphasizing that after obtaining a license, it is valid indefinitely, provided that the licensee complies with all requirements.
