How to register the construction of prefabricated buildings (warehouse/hangar) in Ukraine?
Stage 1. Determining the class of consequences (liability) for a warehouse / hangar
The first step in the construction process is to determine the appropriate class of consequences for the property. There are three of them in total, but most often a warehouse or hangar falls under the first or second – SS1 or SS2, respectively. The procedure for drawing up permit documentation differs significantly depending on the class of consequences, which determines the relevance of its identification. The class can be determined at the stage of developing project documentation or in the construction passport itself, having agreed on this with the relevant specialist.
Stage 2. Preparing the necessary documentation
It all starts with the development of an individual project. Not only the speed of obtaining a permit, but also the final functionality of the structure depends on the quality of this document. The key stages of its preparation are topographic and geodetic surveying, obtaining urban planning conditions and restrictions, and the finalized development of project documentation. The specified procedure will be relevant specifically for objects of class SS2.
For a warehouse/hangar belonging to class SS1, it will be enough to obtain a building permit for the development of the land plot. For this, it will be necessary to provide existing sketches of development intentions and the consent of co-owners (if necessary). Stage 3. Obtaining a construction permit / sending a notification about the start of construction work
After careful preparation of all necessary documentation, the key stage comes. To do this, you need to send an appropriate request to the territorial body of DIAM. The procedure itself is as follows:
- for facilities, the construction of which is carried out on the basis of a construction passport, – submitting a notification about the execution of construction work (in the form established in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 466);
- for facilities with medium (CC2) and significant (CC3) consequences – submitting an application with attachments (design documentation, information about the general contractor, etc.).
When is the construction of prefabricated buildings in Ukraine allowed without obtaining a construction permit?
In Ukraine, there are clear rules regarding which construction works do not require a permit, and these are set out in the Resolution of the Cabinet of Ministers of Ukraine No. 406. Therefore, it is not necessary to obtain approvals for the construction of:
- canopies, gazebos, roofs;
- garages without a foundation;
- fences, gates, terraces, etc.
