Accreditation at customs
Accreditation at customs is a mandatory process in which a subject of foreign economic activity participates.
Based on the results of accreditation, the enterprise is registered, after which customs control measures can be applied to it during the constant implementation of import and export operations.
According to the current Customs Code of Ukraine, accreditation (or registration) at customs begins an official record of each business transaction, which helps to track its activities in this area as a whole.
Why is accreditation carried out at customs?
Accreditation exists in order to control the business in compliance with the current customs legislation.
It also helps to store data on customs transactions of the relevant subject of foreign economic activity in digital format, since a separate registration number is assigned to the relevant enterprise.
Having passed such accreditation, the entity also receives an unconditional right to carry out international trade:
- firstly, the conclusion of foreign economic contracts;
- secondly, customs declaration of goods in different customs regimes;
- thirdly, the formation of an official history of activities in the field of foreign economic activity for further customs control (including scheduled inspections).

The procedure for passing accreditation at customs: what is the procedure?
In order for the company to be able to register with the customs authority, you can collect documents, then submit them directly to the state body or by using a specialized electronic service.
The basic procedure for this will be as follows:
- Step one is to determine who exactly is registered (legal entity, sole proprietorship, branch);
- Step two is to collect the necessary package of documents and certify it (for electronic documentation – by imposing a qualified electronic signature);
- Step three – fill out an application of the established form (form No. 1-FEA);
- Step four – create a personal account on the portal “Single Window for International Trade”, perform the necessary actions to submit documents in the “My Accreditation” section (if necessary);
- Step five is to obtain an extract of successful registration of the enterprise and assigning it the appropriate identification number (it takes up to one business day if the documents were submitted through the web portal “Single Window for International Trade”).
What documents are required for successful accreditation at customs?
As a general rule, customs, in addition to an application of the established form, will need to provide the following documents:
- Extract from the USR on the registration of a legal entity or sole proprietorship;
- Certificate of bank account details;
- Order on the appointment of the head of the enterprise (or another person authorized to sign contracts);
- Certificate of registration as a value added tax payer (if any);
- Passport, tax code and power of attorney authorized by a representative of a legal entity or sole proprietorship.
It is important to know! Even despite the correct preparation of all necessary documents, the customs may refuse to allow the enterprise to undergo accreditation and further carry out operations in the field of foreign economic activity.
This will happen only in cases where discrepancies are found between the information specified in the application and the data contained in the state register; the business entity is at the stage of termination or is on the sanctions lists.
Re-accreditation at customs: when do you need to pass?
Re-accreditation as a process of updating data on an enterprise registered with the customs authority is allowed only when there have been changes in any key accounting data (head, name, obtaining the status of a VAT payer, etc.).
At the same time, the number assigned to the subject during the first registration remains unchanged.
How can a customs lawyer help in the case of accreditation at customs?
A customs lawyer can minimize any legal risks that may be relevant during registration with the customs authority.
Based on his practical experience, the lawyer:
- advise on what data and documents are required for registration, taking into account the specifics of your activity;
- conduct a legal audit of registration and other documents for compliance with the requirements of the law;
- will help to form an electronic application as correctly as possible before submission;
- check the correctness of the indication of data on authorized and related persons;
- ensure timely introduction of changes to the accounting data on the subject of foreign economic activity (re-accreditation);
- will appeal against illegal actions and decisions of customs regarding your business (both administratively and judicially).
The assistance of a lawyer on the accreditation of an enterprise at customs is the first step in ensuring the legality of your foreign economic activity.
