Normative monetary valuation of land by cadastral number
One of the types of land valuations provided for at the legislative level, namely by the Law of Ukraine “On Land Valuation”, is the normative monetary valuation. The basis for its calculation is the rental income from the use of a land plot for a certain period of time. In this article, we will consider the features of establishing the normative monetary valuation of land by cadastral number.

Why may a normative monetary valuation of land be required?
Land valuation according to normative and monetary characteristics may be required in the following cases:
- For the alienation of a plot of land that has an agricultural purpose.
- For settlement transactions: payment for a plot of land; the amount of rent; production losses; payment of taxes.
- In the process of inheriting a plot of land.
Additionally, an extract of the normative monetary valuation and an extract from the State Land Cadastre (hereinafter referred to as the SLC) will be required.
Please note: if the cadastre does not contain any data on the current purpose code of the plot of land, it is impossible to obtain an extract with the normative monetary valuation of the land.
As mentioned above, the monetary valuation of real estate is directly affected by rental income. This is, in fact, the money that can be obtained provided that the land plot is effectively used in accordance with the legally established purpose.
If a plot of land for agricultural purposes is located outside the boundaries of a settlement, the income is determined by the sale of grain grown on this plot over a certain period of time. If the land is owned by a private person, the overall quality of the soil is additionally taken into account.
Thus, the normative monetary valuation of land is influenced by the following factors:
- Soil quality.
- Functional use of the land plot.
- Environmental situation.
- Location of the real estate.
- Other factors.
The normative monetary valuation is indexed annually. In the process of indexation, inflation rates for the previous year are taken into account. This issue is dealt with by the State Service of Geology and Subsoil of Ukraine.
How to get an extract with a normative monetary assessment?

What documents will be needed for this? No specific extracts and documents from other registers are required. Any interested person can order a land valuation. This information is publicly available and is not considered secret, official or personal information.
The generated extract is an official document of the State Land Cadastre. In the process of its formation, software tools of the State Land Cadastre are used. It is issued in electronic form, without signatures and seals (this is not provided for by current Ukrainian legislation). Verification of the conformity of the electronic extract to the original is confirmed using a QR code.
The document can be sent in electronic form to notaries, banking institutions, tax authorities.
Please note: if you have previously contacted representatives of the State Geocadastre to obtain an extract, but received a refusal, our lawyers will be able to resolve this problem. First, we will analyze the reasons for which you were refused, after which we will find possible options for correcting existing errors. As a result, you will receive a full extract indicating the normative monetary valuation of the land plot based on taking into account all factors. The validity of the extract from the moment of receipt is one calendar year.
Thus, the land valuation can be obtained in the form of an extract if the property has been registered with the State Land Registry in accordance with the current classifiers.
