After the end of the war, all of us are waiting for compensation for damaged and destroyed property as a result of Russian aggression. It is clear that it will be possible to receive compensation no earlier than after the victory, but it is necessary to take care of fixing the value of the destroyed property now. First of all, this is due to the fact that it is not known for sure how long the war will last.
And the facts of damage to citizens’ property must be properly recorded, because after a certain period of time it will not be possible to do this for objective reasons.
How to record damaged property:
- Step 1.
The Cabinet of Ministers of Ukraine, in Resolution No. 380 of March 26, 2022, noted that owners of damaged property can report damage or destruction on their own.
This can be done through electronic services, in particular “Diya” or through centers for the provision of administrative services (TsNAP).
What is important, information about fixing damaged property can be submitted only by the owner of such property.
All provided information is verified by a specially created commission. After verification, the property owner can receive a document that confirms the damage to the property.
- Step 2.
After receiving a document confirming property damage, you should contact the territorial divisions of the National Police of Ukraine in order to record information about the crime. On the basis of a citizen’s application, information is entered into the Unified Register of Pretrial Investigations (ERDR) on the fact of destruction or damage to property as a result of military operations.
- Step 3.
Currently, a special commission is starting to work that will conduct an audit of the damages. Also, local commissions should be created in each region, which will draw up acts on damaged property. Each owner of the damaged property will be issued an electronic document that will confirm the damage and losses.
These are the three main points that should be paid attention to when recording damages caused to citizens as a result of the war. It is clear that the process of recovery and compensation is long. For those who wish to restore property on their own and receive compensation in the future, you can contact the forensic examination institutions of the Ministry of Justice. Such institutions can conduct an examination of the damage and record the fact of damage. The available expert opinion will also be the basis for receiving compensation.
Therefore, the owner of the damaged property should not expect that someone will record the damage instead of him. It is necessary to record the damage without wasting time through electronic services or TsNAP, contact the police authorities, so that in the future it is possible to receive adequate compensation.
