Legalize the hangar
The complexity of legalizing a hangar, unlike legalizing the same warehouse, can vary depending on a number of factors. The procedure can be both relatively simple for hangars of the CC1 impact class and complex for unauthorized construction of objects or the construction of hangars of the CC2 or CC3 class. Most problems also arise when it comes to the need to register rights to a land plot. The features of this procedure are described in more detail in the article below.
Construction of a hangar: what are the main stages?

The construction of such large-scale structures as hangars is under the close attention of the State Inspectorate for Architecture and Urban Planning (hereinafter referred to as DIAM). Before starting any work on the construction of a hangar, a key stage is to determine its impact class (CC1-CC3, respectively). Most often, hangars belong to the CC2 impact class.
To properly prepare documentation for such facilities, the following work must be carried out:
- first, a topographic survey of the land plot under the future hangar;
- second, engineering and geological surveys at the construction site;
- third, obtaining urban planning conditions and restrictions in accordance with the procedure established by current national legislation;
- fourth, development of design documentation for the construction of the hangar (including architectural, structural, engineering sections, as well as sections on labor protection and fire safety);
- finally, conducting an examination of the design documentation.
Algorithm of actions for legalizing a hangar in Ukraine
Before starting any construction, it is necessary to have a formal right to a land plot with a specific purpose, which allows the performance of relevant work on it. Therefore, the first steps will be:
- analysis of documents for the land plot and determination of its specific purpose;
- assignment of a cadastral number to the land plot and change of its specific purpose (if necessary);
- design work and preparation of appropriate documentation (described in more detail above);
- registration of a notification of the start of construction work (for objects SS1) or obtaining a construction permit (for objects SS2, SS3);
- carrying out a technical inventory and obtaining the appropriate technical passport for the building;
- submission to the territorial body of DIAM of a declaration of readiness of the facility for operation or an act of readiness for operation;
- obtaining a certificate of acceptance of the facility into operation;
- registration of ownership of the newly built hangar and obtaining an extract from the State Property Register.
What documents are needed to legalize a hangar?
- An extract from the State Land Cadastre for the plot under the hangar;
- A technical passport for a hangar (as a type of warehouse);
- A document confirming the readiness of the facility for operation (a certificate or certificate, respectively);
- An extract from the State Register of Real Property Rights.
Calculation of the cost of legalizing a hangar
The price of legalizing a hangar is individual for each person and depends on many factors, such as the status of the facility (new construction, reconstruction, unauthorized construction), the class of the facility’s consequences, area, the condition of the primary documentation for the land plot and construction, the need to eliminate the identified violations, and more.
As a general rule, the cost includes the costs of:
- first, registration of rights to the land plot (if necessary) – cadastral work, site assessment, administrative fees for entering information into the State Land Registry;
- secondly, registration of construction works – development of design documentation for the construction of a hangar, its examination;
- thirdly, obtaining permitting documentation – urban planning conditions and restrictions, construction permit;
- fourthly, commissioning of the facility – conducting a technical inventory, registering a declaration or issuing a certificate of acceptance of the hangar into operation;
- finally, registration of ownership of the hangar – administrative fee for entering information into the State Register of Real Estate, notary services.
Please note! The cost also includes the price of legal support, which will include the preparation of all necessary documents, representation of the client’s interests in various state bodies, monitoring compliance with the legal algorithm of actions, etc. 95% of clients of the Law Firm “Prykhodko and Partners” receive the desired result in cooperation with our specialists.
