Issuance of a permanent residence permit

What is an immigration quota?
This term refers to the maximum number of immigrants that the country can accept during the year. Current legislation provides for a list of people who can immigrate under a quota. There are also categories for which immigration is available outside the quota (that is, regardless of it). Let’s consider in more detail who can take advantage of this opportunity. - the spouse who has been married to a citizen of Ukraine for more than 2 years;
- children and parents of citizens of Ukraine;
- guardians or custodians of citizens;
- those who are under the guardianship or care of citizens;
- those in whose immigration Ukraine has a state interest;
- Ukrainians abroad, their spouses and children;
- those who have the right to acquire Ukrainian citizenship by territorial origin;
- stateless persons who lived on the territory of our state, having a temporary residence permit for 2 years from the moment of obtaining the status of stateless persons.

How is the passport issued?
As for the procedure for issuing a passport, the application with the corresponding accompanying package of documents is submitted through the Central Administrative Office or the territorial division of the State Department of Internal Affairs. This happens according to the place where the foreigner or stateless person lives.
The general list of documents required for issuing a passport is as follows:
- a person’s valid foreign passport (or a document certifying a stateless person);
- a document certifying the authority of a legal representative, if the applicant’s documentation package is submitted through such a representative;
- a translation into Ukrainian of that page of a foreigner’s passport or a document certifying a stateless person, which contains personal data (the translation must be duly approved);
- a document certifying the payment of an administrative fee, or a document confirming the right to be exempt from paying the fee;
- a copy of the decision regarding the granting of an immigration permit.

Issuance of a passport in case of loss
If you need to produce a new passport when the previous document was stolen or lost, you need to submit all the same documents as for the production of the passport for the first time (listed in the previous paragraph).
The application for issuing a passport is considered within 15 days. The permanent residence permit itself will be valid for 10 years. When the validity period of the document will come to an end, it is worth taking care of its exchange in advance. Otherwise, there is a risk that you will be in the territory of Ukraine illegally, thereby violating migration legislation.
This carries the risk of deportation and a subsequent long-term entry ban. Therefore, to avoid such a situation, it is worth following the validity period of your documents.
You also need to know about the terms that the current legislation allocates for applying for a permit. This is for one year after the person has received permission to immigrate. It is not necessary to delay the day of applying to the territorial division of the DMS or TsNAP after obtaining such a permit.
