License for veterinary practice
In 2026, the rules governing veterinary business operations in Ukraine have significantly changed. While previously many veterinarians and clinics could operate based on a declaration, today obtaining a license is mandatory for conducting veterinary practice.
This means that veterinarians, sole proprietors, and clinic owners must bring their activities into full compliance with licensing requirements.
Our lawyers assist veterinarians in obtaining a veterinary license on a turnkey basis, preparing all necessary documents and guiding the process without the risk of refusal.
What Is a Veterinary License and Who Needs It
A veterinary license is an official authorization issued by the state that allows carrying out activities in the field of veterinary medicine.
Without a license, it is prohibited to:
- open a veterinary clinic;
- provide veterinary services;
- perform treatment of animals;
- carry out veterinary procedures;
- conduct diagnostics and treatment.
A license is required for:
- veterinarians operating as sole proprietors;
- owners of veterinary clinics;
- veterinary outpatient facilities;
- veterinary offices;
- veterinary clinic chains.
Licensing Requirements under Resolution No. 896
To obtain a veterinary license, you must comply with licensing requirements.
These requirements mainly concern premises, equipment, documentation, and personnel.
1. Premises Requirements
A veterinary clinic, outpatient facility, or office must have premises that comply with sanitary and veterinary standards and are:
- separate or properly zoned;
- suitable for veterinary procedures;
- equipped in accordance with regulatory requirements.
To confirm the right to use the premises, you must have:
- a lease agreement;
- or ownership documents.
2. Equipment and Technical Base
To obtain a veterinary license, appropriate equipment is required:
- veterinary instruments;
- diagnostic equipment;
- sterilization equipment;
- furniture for the veterinary office;
- equipment for storing medicines.
The technical base must correspond to the type of veterinary services provided.
3. Documentation
To obtain a license, a package of documents must be prepared, including:
- license application;
- information on equipment and technical base;
- staff information;
- documents confirming veterinary education;
- information on premises.
Personnel Requirements
One of the key requirements for obtaining a veterinary license is the presence of qualified staff.
Key requirements:
- a veterinarian must have a degree in veterinary medicine confirmed by a diploma;
- additional qualification documents may be required where applicable.
In the case of a veterinary clinic or outpatient facility, staff may include:
- veterinarians;
- veterinary assistants;
- junior medical staff.
Staff information must be submitted to the licensing authority together with the document package.
Procedure for Obtaining a Veterinary License
The licensing process in Ukraine consists of several stages:
- Assessment of readiness. At this stage, premises, equipment, and staff qualifications are reviewed.
- Document preparation. A complete set of documents is prepared for submission to the licensing authority — the State Service of Ukraine on Food Safety and Consumer Protection. Most errors that lead to refusals occur at this stage.
- Submission of documents. Documents can be submitted in paper form to the authority or electronically via the Diia portal.
- Review. The authority reviews the documents for compliance. If approved, the business receives a veterinary license.
Cost of a Veterinary License in 2026
Many veterinarians and clinic owners ask about the cost of obtaining a veterinary license in Ukraine.
The license is issued after submission of documents and confirmation of compliance.
Main costs may include:
- document preparation;
- legal support;
- bringing premises and equipment into compliance;
- staff documentation.
The official state fee for issuing a veterinary license equals one subsistence minimum — UAH 3,328 as of January 1, 2026.
What Documents Are Required?
The document package depends on the business structure.
For sole proprietors: passport copy, tax ID, education documents, and premises documents (lease or ownership).
For LLCs: company registration number, details of appointed veterinarians, education documents, appointment orders, and premises documents.

How can I get a disability group?
In order to understand whether you can receive a disability group, a lawyer studies your medical documents in detail, consults with specialist doctors, and then concludes whether you have grounds for registering a disability and which group.
If there are grounds, the lawyer gives comprehensive advice on what and how to do to maximize the chances of receiving a positive opinion of the medical board.
If necessary, the lawyer provides full support.
