Putting a facility into operation is a procedure that must be completed before any building can be put into operation. The procedure is mandatory for all entities involved in construction, without exception, and without proper permits, the constructed facility will be considered unauthorized. Procedure for putting a facility into operation
Acceptance of completed construction projects is regulated by the Law of Ukraine “On Regulation of Urban Development Activities”. Regardless of the characteristics of real estate, its commissioning involves the following stages:
- Preparatory stage – collection of necessary documentation, including documents for the land plot;
- Technical inventory – preparation of the technical passport of the object;
- Declaration/certification – submission of necessary documents to the DIAM (State Inspectorate for Architecture and Urban Planning);
- Assignment of a postal address for real estate and registration of ownership – entry of information into the DRRP (State Register of Real Property Rights to Real Estate).
An important aspect is the division of all buildings, structures and premises being commissioned into the impact classes SS-1, SS-2 and SS-3, as this provides grounds for applying a simplified procedure.
Features of commissioning residential buildings
- Residential buildings may be commissioned without performing internal work in apartments, if this was stipulated in the contract with the customer and provided that the facility meets the technical requirements;
- Residential buildings with apartments built at state expense are accepted only if internal work is fully performed;
- Multi-apartment residential buildings are accepted for operation subject to compliance with the norms for creating an accessible environment for persons with disabilities.
What documents are required for commissioning a facility?
The list of required documents depends on the complexity category of the facility. Thus, for Category I facilities, commissioning is carried out by registering a declaration, for Category II and III facilities – on the basis of a certificate of readiness of the facility and issuing a certificate of conformity. An important document when assessing real estate will also be the technical passport for the house/apartment, which is prepared by BTI (Bureau of Technical Inventory) specialists.
Calculation of the cost of putting the facility into operation
The cost of such a procedure depends on several key factors, including the complexity category and the availability of the necessary documentation. As a general rule, the price includes:
- firstly, the fee for issuing a certificate of conformity – for objects of category SS2 it is 4.6 subsistence minimums, and for objects of category SS3 – 5.2. The amount of the subsistence minimum is determined in accordance with Law No. 4059-IX;
- secondly, the price of producing a technical passport for a building (is not fixed and depends on the total area of the building, location, etc.);
- thirdly, the cost of notary services for registering ownership of the object (depends on the pricing policy of an individual specialist) and the state duty for entering the necessary information into the DRRP (in the amount of 0.1 subsistence minimum);
- fourthly, the price of legal support for putting the object into operation.
