Law on payment of 15 million for a deceased serviceman
At the beginning of the full-scale invasion, the Cabinet of Ministers of Ukraine adopted a by-law — Resolution № 168, which provided for the payment of 15 million hryvnias to the families of the deceased. Subsequently, the relevant provisions were enshrined in other regulatory legal acts and at the level of the Law of Ukraine “On social and legal protection of servicemen and members of their families”.
The procedure for paying a lump sum of money to the families of the deceased
Compensation for the death of a serviceman in the amount of 15 million hryvnias is provided not at once, but in several stages. Initially, the family receives a payment of 20% of the full amount, and the balance of 80% is transferred monthly in equal installments for 40 months.
This payment format was introduced to ensure long-term financial support for the family of the deceased. Regular receipt of funds allows you to stably cover daily expenses and plan the family budget more effectively.
Who can claim compensation for a deceased person?
- children, including adopted children, conceived during the life of a deceased (deceased) person and born after his death;
- widow;
- parents of a military person;
- adoptors of a military person;
- grandchildren of a military person, if at the time of his death their parents died;
- a woman with whom the military person lived as a family, but was not married;
- dependents of a military person.
What is the term for payment of a lump sum benefit?
Waiting without results for many months is a common phenomenon. At the same time, many families do not seek legal assistance immediately, hoping that everything will be resolved without intervention. Why are payments for a deceased soldier being delayed?
One of the key reasons for the delay in compensation is the complexity of bureaucratic procedures. Relatives of the deceased often face a number of problems, including:
- Insufficient awareness. Relatives of the deceased do not always receive a complete list of requirements and instructions, which is why they may not even realize that they need to submit additional documents or contact other institutions. This leads to a delay in the consideration period.
- Problems with documentation. Inaccuracies or errors in the preparation of applications, certificates and other papers may be grounds for returning the case or refusing to pay. The presence of even one missing certificate can stop the entire process for several months.
- Passivity of representatives of the CCC and SP. Territorial centers often take a wait-and-see attitude, advising to “just wait”, while documents may not be sent further through the authorities or remain without movement at all.
- Slow processing of requests. Drawing up, submitting, checking and approving documents is a lengthy process that is significantly complicated by the heavy workload on the responsible authorities.
- Verification of the circumstances of death. In cases where it is necessary to establish whether the death occurred as a result of hostilities, the review process can be significantly delayed.
- Missing person factor. If a serviceman is considered missing, payments may be frozen until the official investigation is completed or his death is legally confirmed.
- Human factor and technical failures. Documents may be lost, incorrectly registered or issued with errors, which requires re-submission and causes additional delays.

That is, it is not necessary to prove in court that an adult child was dependent on the father. The law does not impose such requirements. The right to receive a lump-sum cash benefit upon death arises automatically, regardless of any additional circumstances or conditions.
