A certificate of origin for goods (hereinafter referred to as the certificate) is an important tool for Ukrainian exporters. Such a document helps to optimize costs in the framework of foreign economic activity and facilitates access to international markets in general. The certificate is issued by the Chamber of Commerce and Industry of Ukraine, and the procedure itself involves compliance with the requirements for documents and the purpose of its receipt.
What is a certificate of origin for goods?

The specified certificate should be understood as an official document that, firstly, identifies the country where the goods were manufactured, secondly, provides a full nomenclature of the goods, and thirdly, contains the full name of the exporter. The certificate is most often issued for the purpose of applying tariff regulation measures (benefits in paying customs duties in the importing country). This is especially relevant within the framework of the international free trade agreement between Ukraine and the EU. This document also helps to quickly and easily pass customs control.
The main types of certificate of origin of goods: ST-1, U-1 and EUR-1
There are only three types of the specified certificate, in particular:
- U-1 – is issued to confirm the origin of goods of a Ukrainian manufacturer that are in circulation within the importing country with which a bilateral trade agreement has been concluded. This is especially important for goods that are exported not only to the EU, but also to other regions;
- EUR-1 – is issued within the framework of the Free Trade Agreement between Ukraine and the European Union and entitles Ukrainian goods to receive significant tariff preferences when imported to EU countries (exclusively);
- ST-1 – is used to confirm the country of origin of goods exported, in particular, to CIS countries (Azerbaijan, Kazakhstan, Moldova and others).

When is it mandatory to obtain a certificate of origin for goods?
According to current legislation, a certificate is issued in certain cases, primarily when it is:
- firstly, it is directly provided for by the terms of a foreign economic agreement between Ukraine and the importing country;
- secondly, it is established by the rules of the importing country;
- thirdly, the imperative application of tariff and non-tariff regulation measures (determination of duty rates, quotas, licensing, etc.);
- fourthly, when confirming the origin of goods that are subject to special import conditions, respectively.
It is important to consider: the validity period of the certificate is limited to 12 months from the date of its issue. Therefore, it is necessary to take into account delivery schedules and use valid documents.
How to obtain a certificate of origin for goods?
What documents are needed for this?
To issue the specified certificate, it is necessary to prepare:
- a statement of the established sample (provided by the Chamber of Commerce and Industry of Ukraine);
- a copy of the foreign economic contract;
- copies of commercial documents, in particular the invoice, the specification of the goods (for each batch);
- documents confirming the origin of the raw materials and materials used in the production of the goods (goods and transport invoices, purchase and sale contracts, etc.).
This list is general for all cases of export, but may also include other documentation (for example, in cases of issuing a certificate of origin for agricultural products).
What information should a certificate of origin for goods contain?
According to the Instructions approved by the Decision of the Presidium of the Chamber of Commerce and Industry of 27.02.2002, a properly executed certificate must contain the following information:
- data on the exporter and importer (full name and exact address of the company);
- information on transportation (means of transport and approximate route), packaging (total number of cargo places, type of packaging);
- detailed description of the goods (commercial name, marking, articles, etc.);
- number and date of issue of the invoice (invoice);
- confirmation of the Ukrainian Chamber of Commerce on the issuance of the corresponding certificate.
Thus, a certificate of origin for goods U-1, EUR-1 and ST-1 is mandatory in cases provided for by international treaties or legislation of importing countries. The procedure for obtaining it involves the preparation and submission of an established package of documents (applications, copies of a foreign economic contract, commercial documents for goods, etc.). Its validity period is limited and is only 12 months from the date of receipt.
