Obtaining a medical license for doctors who open their own business is not easy. In 2026, it is practically impossible to provide most services in the field of medicine without a permit from the state, since it confirms the qualifications of the doctor, the compliance of his material and technical base with the requirements of the law. A medical license gives the doctor the right to practice medicine in various specialties, including cosmetology. A licensed individual entrepreneur also receives access to the electronic health care system, which makes it possible to write electronic prescriptions, hospital bills and maintain medical records.

For what activities in the field of medicine does an individual entrepreneur need a license?

According to the Licensing Conditions for Conducting Economic Activities in Medical Practice, a business must register one or more types of economic activity in general or specialized medicine. This is primarily KVED 86.21 (therapists and pediatricians), 86.22 (surgeons, gynecologists, dermatologists, etc.), 86.23 (dentists) or 86.90 (physiotherapists, speech therapists, nurses). The main activity of medical practice can also be combined with the trade in pharmaceutical products and ordinary beauty procedures (except for injectables).

What requirements must individual entrepreneurs meet to obtain a medical license?

The requirements for individual doctors in 2026 have become stricter in terms of equipping premises in accordance with the level of inclusivity. The criteria and procedure for their verification are regulated by the Licensing Conditions specified above. As a general rule, a person must:

have a diploma of higher medical education and a certificate of a specialist doctor;
confirm experience and qualification category;
conclude an employment contract with other doctors and nurses (if necessary);
check the material and technical base.

In 2026, the Ministry of Health pays special attention to the physical accessibility of the offices of individual doctors. In particular, the premises must comply with the standards for area, height, engineering communications (DBN V.2.2-10:2022), inclusivity (it is necessary to obtain a special conclusion based on the results of an expert inspection of the presence of ramps, lifts, a specially equipped restroom), and ownership rights.

Procedure for obtaining a license to practice medicine for FOPs (self-employed doctors)

Stage 1. Choosing a KVED and premises

The first step to your own medical practice is always a preliminary analysis. Today, registering an individual entrepreneur takes a minimum of time due to the level of digitalization, but requires attention to detail. It is recommended to immediately think about whether it is worth adding a KVED for related activities (selling drugs, renting out premises or conducting training for other future doctors) so that later you do not have to make changes.

Choosing a location is the most difficult part, since here you need to not only analyze the technical passport and other documents for it, but also make sure of the good faith of the owner. It is important to remember that the medical office must belong to the non-residential fund, have sufficient natural lighting, and have an established disinfection system. The best option for choosing a room with the appropriate level of accessibility would be to rent an office in a business or shopping center building.

Stage 2. Search and purchase of medical equipment and furniture

Next, it is necessary to equip the office with medical equipment that meets current state standards. The reference point for purchases is the time sheets for equipping the offices of individual specialists. Even if the individual entrepreneur does not plan to use individual instruments specified in the time sheet, he still has to purchase them, since this is the basic minimum. Moreover, each unit of equipment must have a declaration of conformity, a certificate of verification (for measuring instruments). According to general standards, the medical office of an entrepreneur must contain:

a medical couch with a hygienic coating;
cabinets for storing medicines;
a manipulation table;
a refrigerator for certain drugs.

Stage 3. Submission of documents through the online system

This is the final and most responsible stage (after registering the individual entrepreneur himself). The doctor submits information about his readiness to work, available equipment and medical staff (if any). For a medical license through the online office on the portal “Diya” or the Electronic Cabinet of the Ministry of Health, it is necessary to submit:

a statement of the established form;
information on the state of the material and technical base;
information on the personnel and their qualifications;
a description of the submitted documents;
a receipt for payment of the state fee.

Important! After receiving a license, each individual entrepreneur is also required to register in the Electronic Health System. Without this, issuing e-prescriptions and e-medical orders to patients is impossible for him.

What is the responsibility for conducting activities as an individual entrepreneur (doctor) without a medical license?

The specified actions entail serious consequences – from a fine and a ban on engaging in certain types of activity to imprisonment. Article 164 of the Code of Administrative Offenses is general for all cases of work without a license in Ukraine (where it is required) and provides for a fine from 17,000 to 34,000 UAH. At the same time, if the actions of the person are qualified under Article 138 of the Code of Administrative Offenses (if they caused serious consequences for the patient), then the individual entrepreneur is waiting for:

first, corrective labor for up to 2 years;
second, restriction/imprisonment for up to 3 years.
