Permit for the transport of dangerous goods
Transportation of dangerous goods is one of the most responsible tasks in the transport industry. This process requires special attention to safety and compliance with all regulatory requirements. In Ukraine, this area is regulated by both national legislation and international agreements, in particular, the European Agreement on the International Carriage of Dangerous Goods by Road (ADR).
Legal regulation of transportation of dangerous goods
In Ukraine, the transportation of dangerous goods is carried out in accordance with the Law of Ukraine “On the Transportation of Dangerous Goods”. The process of transportation of this type of cargo represents an increased danger for the driver, others and the environment, therefore it requires strict observance of special transportation rules and the availability of appropriate permits.
Definition of dangerous goods

Substances, materials, and industrial waste are considered dangerous, which, due to their physical and chemical properties, can:
- Provoke an explosion
- Cause a fire
- Will damage vehicles or infrastructure
- Harm the health of people and animals
- Lead to environmental pollution
Classification of dangerous goods
According to international standards, dangerous goods are divided into the following classes:
- Class 1 – Explosive substances and products
- Class 2 – Gases
- Class 3 – Flammable liquids
- Class 4.1 – Flammable solids
- Class 4.2 – Substances prone to spontaneous combustion
- Class 4.3 – substances that emit flammable gases when in contact with water
- Class 5.1 – Oxidizing substances
- Class 5.2 – Organic peroxides
- Class 6.1 – Toxic substances
- Class 6.2 – Infectious substances
- Class 7 – Radioactive materials
- Class 8 – Corrosive substances
- Class 9 – Other dangerous substances and products
Requirements for vehicles
Specialized vehicles
Specially equipped vehicles of the following types are used for the transportation of dangerous goods:
- EX/II and EX/III – for transporting explosives
- FL – for transportation of flammable liquids and gases
- AT – for transportation of other dangerous goods
- MEMU – mixing and charging machines
Each type of vehicle must meet specific technical requirements and have a corresponding certificate of admission to the transportation of dangerous goods.
Mandatory equipment
Vehicles must be equipped with:
- Fire-fighting equipment:
- For vehicles over 7.5 tons: at least two fire extinguishers of 6 kg and 2 kg each
- For 3.5-7.5 t vehicles: two fire extinguishers with a total capacity of 8 kg
- For vehicles up to 3.5 tons: two fire extinguishers of 2 kg each
- Additional equipment:
- Anti-rollback stops
- Self-supporting warning signs
- Reflective vests for the crew
- Protective gloves
- Portable lanterns
- Eye protection
- ADR emergency kits
The procedure for obtaining a permit
Necessary documents
To obtain a permit for the transportation of dangerous goods, it is necessary to submit:
- Application of the established model
- Documents on the technical condition of the vehicle
- Tank inspection certificate (if applicable)
- Documents on the training of drivers
- Insurance policy
- Receipt for payment of administrative services
Features of submitting documents
Documents can be submitted:
- Personally at the territorial service center
- Through a power of attorney
- By mail with a description of the attachment
- In electronic form through the portal of electronic services

Features of transportation during martial law
With the beginning of the full-scale invasion of Ukraine, special conditions were introduced:
- Automatic extension is allowed for 90 days after the lifting of martial law
- A simplified procedure for obtaining permits for critical infrastructure
- Priority consideration is given for strategically important cargoes
Requirements for drivers and staff
Qualification requirements:
- The presence of a driver’s license of the appropriate category
- Management experience of at least 3 years
- Completion of special ADR training
- A valid medical clearance
- Knowledge of the rules for handling dangerous goods
Mandatory documents for the driver:
- DOOPN certificate of training
- Written safety instructions
- Approved routing letter
- Permits for cargo
