Change in the normative monetary valuation of a land plot
Normative monetary assessment (NMO) is a value indicator that characterizes a land plot, taking into account its location, intended purpose, soil quality, level of economic development of the region, availability of infrastructure and other factors. It is not a market value, but is used as an official basis for calculating rent, land tax, state duty, as well as for determining the amount when concluding civil law agreements.
The main goal of NMO is to establish a unified approach to taxation and payment for the use of land resources, which is an important component of the economic and legal system of Ukraine. That is why its value must be relevant, transparent and justified.
Legal regulation
The legal basis for the implementation of the normative monetary valuation is Methodology No. 1147, approved by the resolution of the Cabinet of Ministers of Ukraine dated November 3, 2021. This document establishes the procedure for the valuation of land of all categories and forms of ownership. The valuation is carried out within territorial communities, which allows to systematize the approach and minimize the costs of producing documentation.
In accordance with the Tax Code of Ukraine, namely Article 286, payers of land rent (except for individuals) annually submit a tax declaration, in which they independently calculate the amount of the payment based on the current NGO. An extract from the technical documentation is necessarily attached to the declaration. If the normative valuation changes during the year, an updated extract is submitted.
How NGO is calculated
The calculation of NGO depends on:
- the area of the land plot;
- the coefficient of capitalized rental income;
- the intended purpose of the plot (residential, commercial, agricultural, etc.);
- zonal and local factors (proximity to infrastructure, settlements, availability of roads, communications, etc.);
- ecological and economic potential of the territory.
NGO is determined in hryvnias per square meter and is calculated as the product of the area of the land plot and the capitalized income standard. These standards are regularly updated by local governments, taking into account methodological guidelines.
Indexation of the normative monetary assessment
Indexation is an important component of updating the assessment. Every year, the Ministry of Finance of Ukraine publishes the indexation coefficient, which is used to take into account inflationary processes. Thanks to this, the amount of taxes and payments is not depreciated, and compliance with the economic situation is maintained.
For tenants of land plots of state and municipal property, it is important to consider that the NGO directly affects the amount of annual rent. The minimum rental rate is determined within the limits of not less than 3% of the NGO. If the land plot has a recreational or resort purpose, the rate may be higher. For public lands, a limit of up to 1% of the normative assessment is set.
In addition, the NGO affects the amount of land tax paid by land owners. If the NGO increases, the amount of the tax automatically increases. At the same time, all changes must be approved by the relevant council, after which the information is transmitted to the State Land Cadastre.
How to get an extract?
Obtaining an extract from the technical documentation on the NGO is possible in several ways:
- Through the Center for Administrative Services (CASA) at the location of the plot.
- Online – through the official portal of the State Geocadastre.
- Directly through the local government body that approved the assessment.
The extract will indicate the area of the plot, the date of the last assessment, the assessment standard in UAH/m², as well as the indexation indicator.
Thus, the normative monetary assessment is an important tool of state land management. It ensures financial fairness, regulates lease relations, contributes to the filling of local budgets and is a guarantee of transparency in the land sector. Regular updating of the NGO, its indexation and correct use in tax documents is the duty of both authorities and land users. Without this, it is impossible to build an effective land use system in modern Ukraine.
