Legislative regulation of the assessment of the technical condition of buildings
The legal component of the procedure for the technical inspection of real estate is regulated by Article 392 of the Law of Ukraine “On Regulation of Urban Planning Activities”.
Buildings and structures belong to the category of objects according to the classes of consequences of SS1, SS2 and SS3. The construction inspection is carried out before putting any object into operation. After the start of the full-scale Russian-Ukrainian war, a procedure for assessing compensation for housing damaged by hostilities was introduced.
If we are talking about industrial buildings and structures, the inspection procedure is carried out on the basis of NPAOP 45.2-1.01-98 “Rules for the inspection of the technical condition assessment and certification of industrial buildings and structures”.
Among the main reasons for conducting technical inspections of structures:
- Completion of the established service life of a particular facility.
- Detection of various damages and defects during maintenance.
- Lack of approved design and technical documentation.
The first technical inspection of real estate should be carried out no later than 24 months after their commissioning. In the future – once every 5 years. The exception is structures and buildings that are operated under adverse conditions – once every 3 years. High-quality equipment is used to study the technical condition of structures and buildings.
