Why is data updating important?

In 2025, during martial law, mobilizations of individuals eligible for a deferment increased precisely because their military registration data had not been updated.

In practice, individuals are sometimes detained by TCC employees even if they are fully eligible for a deferment but have not updated their data in the “Oberig” or “Reserve+” systems.

 

Law on updating data in the TCC

Article 22 of the Law of Ukraine “On mobilization preparation and mobilization” obliges conscripts to change their information within 7 days of changing their place of residence, marital status, education, etc.

No less significant is Cabinet of Ministers Resolution № 560, which defines the mechanism for granting a deferment, one of the conditions of which is up-to-date military registration data. As for the Procedure for maintaining military registration, it is reflected in Cabinet of Ministers Resolution № 1487, which stipulates the specific data that must be entered and updated.

What data needs to be updated?

Data that requires updating includes:

  • residence address/actual place of stay;
  • marital status;
  • presence of children;
  • education;
  • employment status;
  • health status (this is especially relevant in cases where there are grounds for a deferment);
  • status regarding the deferment (this refers to the presence or absence of a certificate).

Failure to update their data while still liable for military service leads to legal consequences. Specifically, this includes a fine of 17,000 to 25,500 hryvnias.

What happens if the data has not been updated since the beginning of martial law?

If a conscript fails to update their data, such a violation of military registration rules may result in not only administrative but even disciplinary liability. This applies to those conscripts who have already received a summons or have had contact with the TCC.
