Temporary protection as the easiest way to legalize

Temporary protection in Italy is the simplest immigration route for Ukrainian citizens. Introduced by an EU Directive due to the war in Ukraine, it applies to individuals arriving after February 24, 2022. Registration occurs at the questura or through an online portal, where permesso di soggiorno per protezione temporanea is issued. This document allows residence in Italy for up to 4 years, with the possibility of extension.

The advantages of this option include the right to work, access to education, healthcare, and social assistance. What are the grounds for obtaining a residence permit (permesso)?

When is a permanent residence permit issued?

A permanent residence permit in Italy (carta di soggiorno UE) is issued after 5 years of continuous legal residence with a temporary residence permit.

Conditions: stable income (not below the minimum), knowledge of Italian (level A2), no criminal record and integration into society. For Ukrainian citizens who started with temporary protection, the transition is possible after converting to a temporary residence permit.

A permanent residence permit in Italy grants unlimited rights to live, work, and travel within the Schengen Area. It is not dependent on an employer or sponsor. Its main advantage is that, after 4–10 years of obtaining it, it provides a direct path to Italian citizenship.

How to obtain Italian citizenship?

Italian citizenship is obtained through naturalization or marriage. Naturalization requires 10 years of legal residence (5 for EU citizens, 4 for married couples), knowledge of the B1 language, an appropriate income level, and integration into Italy. The application is submitted to the prefecture, which includes an examination and verification. For Ukrainian citizens, service in the Italian army or special merits reduces the required time for residency in Italy.

Italian citizenship by marriage is possible after two years of cohabitation in the country (3 years abroad) with an Italian citizen. The marriage must be registered in Italy, stable, and share a common household. The procedure requires the preparation of documents both in Ukraine and abroad, and requires the submission of a full set of documents to the consulate or prefecture, followed by an interview.
