One of the key conditions for legal activity in the field of organizing gambling in Ukraine is the presence of a special license for a gaming table – this applies to table games in physical casinos. As of now, Ukraine has developed a legislative framework for regulating gambling with high attention to technical security, business transparency and protection of player rights.

The functions of the state regulator, previously assigned to the Commission for the Regulation of Gambling and Lotteries (KRAL), were transferred to the State Agency for the Control of Gambling and Lottery Business – Play City in 2024-2025. It is this body that issues, extends and monitors the implementation of licenses for gaming tables in accordance with the norms of Ukrainian law and EU recommendations.

The procedure for obtaining a gaming table license?

A gaming table license is a state permit issued by Play City, which gives the company the right to legally organize and conduct gambling on special tables, including roulette, poker, blackjack and other games defined by law. Obtaining such a license allows you to work in a legal legal framework.

An operator planning to obtain a gaming table license must be legally registered in Ukraine as a business entity. It is important that the ownership structure is transparent, without hidden beneficiaries, and without ties to jurisdictions that pose increased risks. The company must confirm the availability of sufficient financial resources to support its activities, including guarantees of winnings and coverage of possible risks.

Gaming tables, their equipment and software must comply with technical standards approved by Play City. This includes hardware and software certificates, protection against manipulation and the ability to connect to an automated monitoring system.

The operator is required to have internal compliance policies, including procedures for:

  • AML/KYC (anti-money laundering and customer identification),
  • Responsible Gaming,
  • information security and data protection.

Gambling table license

The licensing process conventionally consists of several stages:

Document preparation

This is the most important stage. The company must prepare and collect a complete package of documents, including:

  • constituent documents,
  • a business plan,
  • technical specifications of gaming equipment,
  • compliance policies,
  • financial confirmations,
  • reports on the origin of funds, etc.

Submission to Play City

After preparation, the package of documents is submitted to Play City in electronic or paper form. When submitting, it is very important to comply with the requirements for formal details and completeness of documents in order to avoid returning for revision.

Verification

Play City conducts a check for compliance with technical, financial and compliance criteria. The regulator may send requests for clarification, send the package of documents for revision or request additional documents.

Receiving a decision

After a positive check, the company receives a gaming table license. Usually, the consideration period is 30 calendar days, but it all depends on the completeness of the submitted documents and the speed of the applicant’s response to the regulator’s comments.

The absence of a license is a gross violation of the law and entails serious legal consequences:

  • fines from the regulator,
  • prohibition of further activity,
  • confiscation of equipment,
  • intervention of law enforcement agencies,
  • significant reputational losses.
