Who is required to register for military service

The Law of Ukraine “On Military Duty and Military Service” defines the categories of citizens who are subject to military registration:

  • conscripts — citizens who turn 17 in the current year (initial registration takes place from January 1 to July 31 of the year in which they reach this age);
  • persons liable for military service — men aged 18 to 60 who are fit for military service based on their health condition;
  • reservists — persons who serve in the military reserve;
  • women of certain professions and specialties — are subject to military registration according to the list approved by the Cabinet of Ministers of Ukraine.

Documents required for military registration

A standard package of documents for applying to the Territorial Recruitment and Social Support Center includes:

  • passport of a citizen of Ukraine (ID card or passport booklet);
  • taxpayer registration number (if available);
  • military registration document;
  • education documents;
  • civil status documents (if available);
  • documents confirming the place of residence;
  • medical documents (if required);
  • 3×4 photographs.

To register for military service through the “Reserve+” application, a valid biometric document — an ID card or international passport — and a bank account with one of the BankID partner banks are required for authorization.

Military registration procedure

Personal application to the Territorial Recruitment and Social Support Center

Application to the Territorial Recruitment and Social Support Center at the place of registration, submission of documents and, if necessary, undergoing a military medical examination. An authorized official enters or updates information in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists. As a result, the military registration document is updated.

Registration through the “Reserve+” application

Remote military registration is available to men who have not previously been registered. The procedure is as follows:

  • install or update the “Reserve+” application to the latest version;
  • log in using your bank’s BankID;
  • check the information automatically uploaded from the “Oberih” register and submit an application for military registration;
  • receive an electronic military registration document (e-MRD).

Online registration does not replace an application to the Territorial Recruitment and Social Support Center for persons who were previously removed from military registration: restoration of registration in such cases is possible only in person.

Liability for violation of registration deadlines

Violation of military registration rules, including failure to register on time, entails administrative liability under Article 210 of the Code of Ukraine on Administrative Offenses. Article 210-1 of the Code of Ukraine on Administrative Offenses provides for liability for violations of legislation on defense, mobilization preparation and mobilization. Therefore, failure to register for military service or violation of the applicable registration deadlines during martial law (a special period) in Ukraine is punishable under Article 210 of the Code of Ukraine on Administrative Offenses by an administrative fine ranging from UAH 17,000 to UAH 25,500.

Special cases

In the event of a change of registered or actual place of residence, the information in the “Oberih” register must be updated.

Citizens returning to Ukraine after staying abroad are also required to bring their military registration status into compliance with the requirements of Ukrainian legislation. The procedure depends on whether the person was registered before leaving Ukraine or requires initial military registration.

For internally displaced persons, updating information about their actual place of residence is particularly important: based on this information, the Territorial Recruitment and Social Support Center determines the citizen’s territorial affiliation and the accuracy of military registration records.

How to register with the CCC if you were previously removed from military registration?

Renewal of registration after withdrawal is possible only through a personal application to the CCC and SP, in which case remote registration via “Reserve+” does not apply.

Is it possible to register through "Reserve+" while abroad?

Yes, if you have a valid biometric document and a bank account for BankID authorization, remote setup is also available for persons outside Ukraine, if they have not previously been registered.

How can a woman who is conscripted into the military register by profession?

Currently, for women who are subject to registration in certain specialties, remote registration through the application is not available; it is only possible to apply in person to the CCC and SP.

What to do if incorrect information is found in the "Oberig" register?

Discrepancies in data should be resolved by contacting the CCC and SP. This request can be made remotely, so there is usually no need to physically go to the CCC and SP.

Do IDPs need to register at their new place of residence?

Yes. When registering as an IDP, those liable for military service are required to register with the Central Military District and the Joint Service at their new address within 7 days.
